Evaluation of the SOGIE refugee claim and hearing process: July 2017

Sexual orientation and gender identity or expression (SOGIE) refugees face discriminatory and harsh experiences in the refugee claimant and hearing process in Canada. Additionally, SOGIE refugees face higher risks, barriers and vulnerability than some other refugee groups. After Bill C-31 (Protecting Canada’s Immigration Act) was passed in 2012, the Immigrant and Refugee Board of Canada (IRB) was responsible for determining which SOGIE refugee claims were ‘authentic’ or not, despite little knowledge on the 2SLGBTQ+ community. The IRB recently released guidelines to improve this practice. This policy brief describes the state of SOGIE refugees in Alberta and Canada, challenges the group faces, and the efficacy of the new guidelines for the SOGIE refugee claim process. Transnational Migration as a Strategy of Resistance among Refugees: The South Sudanese Diaspora in Canada

This article looks at strategies of resistance that Sub-Saharan Africans employ while adapting to Canadian environment. We assert that the refugees engage in numerous economic, sociopolitical and cultural transnational activities. Their initiatives benefit the refugees themselves and the sending and receiving countries. They serve as anti-racism and development tools against the backdrop of racism that they endure in Canada, the trauma of war and displacement, as well as war-related destruction in the sending country. They also strengthen awareness and better understanding of multiculturalism among Canadians. In the process, the subjects drew on scarce resources and overcame atrocious difficulties in order to improve their lives and create uplifting stories and actions. Though transnational migration also generates problematic impacts, these barriers could be overcome if the benefits of transnational migration are extended. Thus, we draw on the subjects’ resilience to expand conceptions about transnational migration in order to turn it into a most fruitful avenue in the twenty-first century. Meeting the settlement and integration needs of highly skilled economic immigrants: The role of Gateway Alberta in enhancing newcomer settlement and integration services in Calgary

About one in five Canadians is a former immigrant. In 2019, Canada welcomed over 340,000 permanent residents, 43,000 of whom came to Alberta.2 Starting in 2021, Canada proposes an ambitious plan to welcome even more permanent residents to Canada, increasing Canada’s population by more than 1 per cent every year for the next three years. Newcomers are an integral part of Canada; they support the local economy in towns and cities across the country by filling employment gaps and contributing their knowledge, skills and experiences to the community. Educated, skilled economic newcomers allow Canada to build its future economic capacity to address a shrinking labour force in the country. To help newcomers integrate in Canada, achieve their full potential and participate in the labour market and in society, the Government of Canada supports newcomers through settlement and integration services. The Settlement Program is characterized by a public-private partnership between the Department of Immigration, Refugees and Citizenship Canada (IRCC), provinces and territories, municipalities and many partner organizations. Settlement services are delivered by a network of local organizations and service providers to all newcomers arriving in Canada, removing barriers to their full participation in life and work in Canada and providing them with the tools needed for a smooth and fast integration into their new home – Canada. To evaluate the success of its Settlement Program, the IRCC developed a Performance Measurement Strategy. The Strategy outlines some immediate and intermediate desired outcomes of newcomer settlement and integration, including newcomers’ labour market participation and income, their ability to use the official languages, their uptake of services, participation in the community and the program’s ability to meet and adapt to their needs. To measure the level of integration by newcomers and estimate the direct and measurable outputs of program delivery, the government often uses proxy variables (such as service uptake, naturalization rate, labour market indicators and newcomers’ own sense of belonging). The introduction of Express Entry system in 2015 changed the way Canada selects immigrants. Canada now prioritizes younger, educated individuals with work experience, strong English or French language skills and the ability to integrate in Canada. These immigrants have high human capital (intangible personal attributes such as knowledge, skills, training and experience). These highly-educated skilled economic newcomers prioritize employment integration above all in the hopes of putting their knowledge, education and skills into use upon arrival in Canada. However, once in Canada, many skilled economic immigrants struggle to quickly and effectively integrate economically. This varied economic integration occurs in part because Canada’s Settlement Program is slow to respond to the needs of high skilled economic immigrants. Additional opportunities of on-the job training and improvements to the system of professional accreditation would allow newcomers to contribute their knowledge and skills to the Canadian society while enhancing their skills and easing their integration. To achieve this, settlement services must be made more accessible for all types of newcomers by offering services much sooner in the immigration process and expanding the eligibility criteria for services beyond permanent residents to include temporary residents and naturalized Canadians. To understand newcomer integration from a local perspective, I address settlement and integration services in Calgary, Alberta. As a result of the COVID-19 pandemic and a cooling off of the natural resources market, the city is experiencing unemployment levels much higher than the national average. Newcomers in Calgary are especially impacted by the recession as they tend to experience higher rates of unemployment and underemployment. With the economy predicted to be sluggish for the next few years, settlement programs are more important than ever, especially as the Government of Canada prepares to welcome over 400,000 of newcomers annually until at least 2023, some of whom will arrive in Calgary. Impacts of the 2013 flood on immigrant children, youth and families in Alberta, Canada

The 2013 Albertan flood resulted in devastating impacts for immigrant children, youth, and families across the province. This article presents the findings of the Alberta Resilient Communities (ARC) Project, a collaborative research initiative that aimed to better understand the social, economic, health, cultural, spiritual, and personal factors that contribute to resiliency among immigrant children and youth following the flood. The study findings demonstrate that immigrants faced significant socio-economic impacts, trauma, job loss, and housing instability as a result of the flood and its aftermath. Schools, immigrant parents, and community connections were found to play a key role in fostering immigrant child and youth resilience post-disaster. Dual-language books: Enhancing engagement and language awareness

This study in Calgary, AB explored how dual-language books (DLBs) can foster literacy instruction and learner engagement through language awareness. Canada’s changing demographics have resulted in mother tongue diversity and many urban schools identifying at least 25% of students as being English language learners, making it crucial to include a mix of languages in classroom interactions to engage all learners. The case study combined prereading linguistic prompts with a reading of 10 DLBs, one each week, by guest readers in Urdu, Tagalog, and Spanish, alongside the teacher reading in English. Video recordings and surveys collected data on the teacher’s, guest readers’, and learners’ reflections on the experience. Findings indicate that regardless of the learners’ linguistic heritage or English language competence, the DLBs offered a unique support for literacy engagement while fostering a focus on language awareness, reading strategies, and higher order engagement with text. Voices of refugee youth

Using PhotoVoice, this research explored the settlement experiences of refugee youth who have exited high school and are in a program designed by an Albertan school board to support their language and academic needs. Newcomer youth encounter profound academic and social stresses as they attempt to create a new identity and sense of belonging in their new home. This project examined what it means for refugee youth to recuperate a place of belonging. By focusing on the notion of belonging rather than barriers to settlement, the findings revealed that at the core of the youth’s efforts, connecting to people, especially in school, in addition to connecting to the natural world, fostered feelings of well-being and belonging. Educational implications include recommendations for schools and teachers supporting newcomer youth. Welcome to Canada: Why are family emergency shelters ‘home’ for recent newcomers?

Although Canada is recognized internationally as a leader in immigration policy, supports are not responsive to the traumatic experiences of many newcomers. Many mothers and children arriving in Canada are at elevated risk of homelessness. Individual and group interviews with 18 newcomer mothers with current or recent experiences with homelessness and with 16 service providers working in multiple sectors were conducted. Three main themes emerged: gendered and racialized pathways into homelessness; system failures, and pre- and post-migration trauma. This study revealed structural barriers rooted in preoccupation with economic success that negate and exacerbate the effects of violence and homelessness. The impacts of structural discrimination and violence are embedded in federal policy. It is critical to posit gender and culturally appropriate alternatives that focus on system issues. Perceived challenges and unmet primary care access needs among Bangladeshi immigrant women in Canada

Understanding barriers in primary health care access faced by Canadian immigrants, especially among women, is important for developing mitigation strategies. The aim of this study was to gain an in-depth understanding of perceived challenges and unmet primary health care access needs of Bangladeshi immigrant women in Calgary, AB. 7 focus groups conducted in Bangla with 42 women reported that significant barriers included long wait times in the emergency room, frustration from slow treatment process, economic losses resulting from absence at work, communication gap between physicians and patients, and transportation problems to go to the health care centers. No access to medical records for walk-in doctors, lack of urgent care, and lack of knowledge about Canadian health care systems are a few of other barriers emerged from the focus group discussions. The community perception about lack of primary health care resources is quite prevalent and is considered as one of the most important barriers by the grassroots community members. Over one million Canadians identify as Muslim, the majority is first-generation immigrants, with increasing cohorts entering older age. Interviews and focus groups on physical activity and healthy aging were conducted with 68 older adults and community members from South Asian, Arab, and African Muslim ethnocultural communities in Edmonton, AB. Participants emphasized the importance of physical activity in older age and prioritized the need for physical activity programs. Four themes highlight Muslim older immigrants’ perspectives on physical activity in Canada: (a) values and approaches to staying active; (b) health factors: pain and health limitations; (c) social factors: culture, religion, and belonging; and (d) environmental factors: safety and accessibility.
