Settlement agencies in Alberta blazing the trail for LGBTQ+ newcomers

Edmonton and Calgary have gained the status of being friendly cities to LGBTQ+ newcomers. This was started by the Rainbow Refugee Program at the Edmonton Mennonite Centre for Newcomers; followed by the Centre for Newcomers, LGBTQ+ Refugee Centre Calgary, and End of the Rainbow Foundation in Calgary. The history of sexual orientation and gender identity and gender expression (SOGIE) refugees, the impact of the programs, and new barriers due to COVID-19 are discussed in this report. Immigrant Mothers’ Perspectives of Barriers and Facilitators in Accessing Mental Health Care for Their Children

Data on immigrant and refugees’ access to services in Canada does not typically focus on children. To fill this gap, this study explored immigrant and refugee mothers’ perceptions of barriers and facilitators (things that help) for mental health care for their children in Edmonton, Alberta, Canada. Barriers included financial strain, lack of information, racism/discrimination, language barriers, stigma, feeling isolated, and feeling unheard by service providers. Facilitators included schools offering services, personal levels of higher education, and free services. Nurses can improve access to mental health services by addressing issues related to racism within the health system, by creating awareness related to mental health, and by providing trained interpreters to help bridge barriers in communications. Data on immigrant and refugees’ access to services in Canada does not typically focus on children. Resilience within the context of refugee youth adaptation to new life in Canada

In response to recent refugee crises around the world, scholars have called for research on resilience among war-affected children and youth as an important area of focus that offers culturally and contextually relevant implications for effective support services. While empirical research on the resilience of refugee youth has been gradually increasing, the current scholarship still lacks social, cultural, and contextual sensitivity. As such, this dissertation research, which consists of three conceptually linked manuscripts, represents a purposeful attempt to address this gap by exploring the resilience of refugee youth in a postmigration Canadian context, with contributions to research, policy, and practice. Refugee youth were recruited from Calgary, Vancouver, Montreal and Toronto. Manuscript 1 centres on the definition of refugee youth resilience as it relates to postmigration resettlement and explores the theoretical connections between resilience and positive adaptation. This manuscript proposes a culturally and contextually relevant conceptualization of resilience from the bioecological lens, integrating the three intertwined developmental, acculturative, and psychological perspectives. Manuscript 2 focuses on a critical and extensive review of the extant literature on refugee children and youth. It synthesizes empirical evidence from scholarship on young refugees’ resilience and presents a host of biological, psychological, social and cultural determinants of resilience, which interact with one another across multiple levels of social and ecological contexts to determine adaptive responds to stressful experiences. Finally, Manuscript 3 reflects qualitative research on pathways leading to positive adaptation to a Canadian postmigration context to provide knowledge about the pathways leading to resilience among refugee youth. It outlines a classic grounded theory study that generated a substantive theory conceptually explaining the underlying process of positive adaptation from the perspectives of 15 Canadian refugee youth. Together, findings from this dissertation research spur integration of knowledge and strategies to inform practice and policies to mitigate risk and promote resilience in multiple systems that shape refugee youth adaptation over the resettlement course. Parenting challenges of African immigrants in Alberta, Canada

African immigrant children and youth have some of the poorest social and mental health outcomes in Canada. Although parenting challenges have been widely documented as a key driver of these outcomes, this issue has not been properly researched. In this paper, we examine parenting challenges among a sample of African immigrant parents in Alberta, Canada. We discovered main parenting challenges, organized around six overarching themes. Specifically, African immigrant parents deal with cultural incompatibility, family tension, state interference, limited social supports, poor access to services, and low socioeconomic status. Thus the state policy regarding child protection needs to change, and social service organization need to tailor their programmes to cultural specificities of African communities. Alberta Syrian Refugee Resettlement Experience Study

This is a study into the early resettlement experiences of Syrian refugees across Alberta. The study explored three broad areas – employment, language and social connections. The majority of participants in the survey sample were either working in part-time jobs, students or looking for work. Employment was a key challenge for these refugees. Their skills and experience did not match job opportunities or their lack of English language skills posed as a critical barrier. The study also found that refugees were making friends and building ties, however these were still nebulous and largely transactional in nature. Male participants were more likely than women to participate in social, cultural and educational activities and smaller centres saw higher rates of participation. While most participants experienced a certain sense of belonging to Canada they simultaneously felt challenged while considering issues such as loss of identity, managing settlement concerns and combatting racism and social exclusion. Language was one of the other key challenges for incoming Syrian refugees. With low levels of English comprehension and speaking skills it was difficult to find jobs and build social relationships. Women in the survey had higher language skills and were more likely to be students or have full-time employment as compared to men. Men were more likely than women to be looking for work and struggled with English language fluency. In terms of location, small centres and large centres saw some critical differences. There were higher rates of employment and survey participants reported greater satisfaction with employment in larger centres as compared to smaller centres. Large centres also saw a higher proportion of individuals who were able to pay bills and save money. The study proposes several specific service strategies and approaches to working with Syrian refugees. These include: creating a peer navigator model; developing a trauma informed framework for practice; developing a strengths-based needs assessment process; and embedding social well-being as a core outcome for all settlement services with Syrian refugees. Under the neoliberal blanket: Maternal strategies in the resettlement of Yazidi refugees in Calgary

The Islamic State or Daesh led genocide against the Yazidi people – a religious cultural minority population in Northern Iraq- left thousands of Yazidis fleeing and in need of refuge. The majority of those forcefully displaced vanished in-between borders far from the “developed world”. About 1200 of the displaced refugees were initially selected to be resettled in Canada under the Survivors of Daesh program, out of whom about 265 were settled in Calgary, Canada. As they arrived in a cold foreign land, they found themselves wrapped around by services that although warming, surfaced a structure that pushed them to quickly become “economic” and “independent”. The scarcity of services provided and the expiration date on Yazidi refugee families’ federal income assistance, and most importantly the unfulfilled promise of family reunification put mental burdens on the already traumatized Yazidi community in Calgary. My thesis is based on qualitative analysis of in-depth interview data with 66 adult Yazidi women and 7 key resettlement agency women staff from CCIS, and observational and indirect data on women as Family Host volunteers (83% of all Family Hosts) who closely work with the Yazidi families. My analysis shows that what fills the gaps created due to insufficient budgets, delayed child support benefits, unfamiliar “mental support,” and confusing Canadian laws are what I call maternal strategies that Yazidi mothers, the service provider staff, and Family Host volunteers utilize to enable resettlement. The pressures from the Canadian neoliberal approach towards social services have been absorbed by Yazidi refugee women/mothers who have regularly been trying to smoothen the resettlement process for their families. The resettlement agency’s staff as well as the Family Host volunteers who are by majority women, also employ their own set of maternal strategies. By going above and beyond their duty descriptions and forming personal relationships that resemble familial connections and caregiving, these actors have played a significant role in moving the resettlement wheel for the Yazidi refugee families. Maternal strategies get woven into the larger Canadian institutional resettlement practice and discourse and are often overlooked. Nonetheless, these efforts are what have made the resettlement of Yazidi refugees possible in Calgary, Canada. Transition to remote program delivery: Internal study April 2020

Beginning in April, 2020, The Immigrant Education Society conducted an internal study on staff and student reactions to the transition to remote services delivery precipitated by the COVID19 Pandemic. This consists of a preliminary survey deployed by the Research and Program Development Department, and the compilation of independently developed surveys deployed in June by the Language Instruction for Newcomers to Canada (LINC) department and the Human Resources department. The analysis of the raw survey data was conducted by the Research and Program Development department. This document encompasses results from the Human Resources and LINC surveys. Bridging Together Year 2 Evaluation Report

The success of the out-of-school time collaborative program coordinated by REACH Edmonton in empowering immigrant and refugee children and youth was evaluated. The report provides a high-level summary of the program’s description and reach, highlighting the various programs offered by the 13 organizations in the collaborative. The report also includes an overview of the themes found across all programs from the summer youth feedback sessions. The report concludes with recommendations for future program development and expansion. Overall, the report demonstrates the positive impact of the Bridging Together collaborative in promoting the well-being and integration of immigrant and refugee children and youth in Edmonton. Schistosoma and Strongyloides screening in migrants initiating HIV Care in Canada: a cross sectional study

Following migration from Schistosoma and Strongyloides endemic to non-endemic regions (i.e. Canada), people remain at high risk for complications from these chronic infections. HIV co-infected persons are particularly vulnerable to the serious and potentially fatal consequences of untreated helminth infection. While general screening guidelines exist for parasitic infection screening in immigrant populations, they remain silent on HIV positive populations. This study assessed the seroprevalence, epidemiology and laboratory characteristics of these two parasitic infections in a non-endemic setting in an immigrant/refugee HIV positive community. We argue that routine parasite screening should be included as part of standard HIV care in non-endemic areas.
