Welcome to Canada: Why are family emergency shelters ‘home’ for recent newcomers?

Although Canada is recognized internationally as a leader in immigration policy, supports are not responsive to the traumatic experiences of many newcomers. Many mothers and children arriving in Canada are at elevated risk of homelessness. Individual and group interviews with 18 newcomer mothers with current or recent experiences with homelessness and with 16 service providers working in multiple sectors were conducted. Three main themes emerged: gendered and racialized pathways into homelessness; system failures, and pre- and post-migration trauma. This study revealed structural barriers rooted in preoccupation with economic success that negate and exacerbate the effects of violence and homelessness. The impacts of structural discrimination and violence are embedded in federal policy. It is critical to posit gender and culturally appropriate alternatives that focus on system issues. Strategizing to Strengthen Social Inclusion: The Agency of Black African Immigrant Youth in Alberta, Canada

This article analyzes perspectives and strategies through which Black African immigrant youth in Calgary, Alberta, promote their social inclusion in Canadian society. This article stresses the agency and resilience among Black African youth in Calgary. Overall, the findings emphasize that Black African immigrant youths’ sense and strategies of inclusion are rooted in their ethnic group and religious associations. Specifically, participants identified 1) spaces of safety, 2) empowerment initiatives, and 3) support through social networks that made their sense of inclusion meaningful. The analysis of the agency of Black African youth illuminates the strength and power of the youth and their respective communities. Finding themselves in a new environment and context, they drew on continuous, centuries-long cultural knowledge and strategies to adapt to change. Not only are they coping, but they are also thriving and teaching and sharing their heritage and humanistic values with various peoples and cultures. Meeting the settlement and integration needs of highly skilled economic immigrants: The role of Gateway Alberta in enhancing newcomer settlement and integration services in Calgary

About one in five Canadians is a former immigrant. In 2019, Canada welcomed over 340,000 permanent residents, 43,000 of whom came to Alberta.2 Starting in 2021, Canada proposes an ambitious plan to welcome even more permanent residents to Canada, increasing Canada’s population by more than 1 per cent every year for the next three years. Newcomers are an integral part of Canada; they support the local economy in towns and cities across the country by filling employment gaps and contributing their knowledge, skills and experiences to the community. Educated, skilled economic newcomers allow Canada to build its future economic capacity to address a shrinking labour force in the country. To help newcomers integrate in Canada, achieve their full potential and participate in the labour market and in society, the Government of Canada supports newcomers through settlement and integration services. The Settlement Program is characterized by a public-private partnership between the Department of Immigration, Refugees and Citizenship Canada (IRCC), provinces and territories, municipalities and many partner organizations. Settlement services are delivered by a network of local organizations and service providers to all newcomers arriving in Canada, removing barriers to their full participation in life and work in Canada and providing them with the tools needed for a smooth and fast integration into their new home – Canada. To evaluate the success of its Settlement Program, the IRCC developed a Performance Measurement Strategy. The Strategy outlines some immediate and intermediate desired outcomes of newcomer settlement and integration, including newcomers’ labour market participation and income, their ability to use the official languages, their uptake of services, participation in the community and the program’s ability to meet and adapt to their needs. To measure the level of integration by newcomers and estimate the direct and measurable outputs of program delivery, the government often uses proxy variables (such as service uptake, naturalization rate, labour market indicators and newcomers’ own sense of belonging). The introduction of Express Entry system in 2015 changed the way Canada selects immigrants. Canada now prioritizes younger, educated individuals with work experience, strong English or French language skills and the ability to integrate in Canada. These immigrants have high human capital (intangible personal attributes such as knowledge, skills, training and experience). These highly-educated skilled economic newcomers prioritize employment integration above all in the hopes of putting their knowledge, education and skills into use upon arrival in Canada. However, once in Canada, many skilled economic immigrants struggle to quickly and effectively integrate economically. This varied economic integration occurs in part because Canada’s Settlement Program is slow to respond to the needs of high skilled economic immigrants. Additional opportunities of on-the job training and improvements to the system of professional accreditation would allow newcomers to contribute their knowledge and skills to the Canadian society while enhancing their skills and easing their integration. To achieve this, settlement services must be made more accessible for all types of newcomers by offering services much sooner in the immigration process and expanding the eligibility criteria for services beyond permanent residents to include temporary residents and naturalized Canadians. To understand newcomer integration from a local perspective, I address settlement and integration services in Calgary, Alberta. As a result of the COVID-19 pandemic and a cooling off of the natural resources market, the city is experiencing unemployment levels much higher than the national average. Newcomers in Calgary are especially impacted by the recession as they tend to experience higher rates of unemployment and underemployment. With the economy predicted to be sluggish for the next few years, settlement programs are more important than ever, especially as the Government of Canada prepares to welcome over 400,000 of newcomers annually until at least 2023, some of whom will arrive in Calgary. Reflections on the Development of L2 Pronunciation Research in Canada

This is an interview. Tracey Derwing and Ron Thomson reflect on the growth of Canadian second language (L2) pronunciation research from the early 1990s onward. In the early 1980s, little empirical research existed to inform pronunciation pedagogy, despite an influx of Vietnamese refugees, many of whom needed help with intelligibility. It was serendipity that linguistics students from the University of Alberta were teaching in an ESL program; their employer assigned them stand-alone pronunciation classes. Upon graduating, Tracey Derwing and Murray Munro probed L2 pronunciation issues extensively. Initially they found it difficult to publish, because journals could not identify suitable reviewers. Eventually, however, they garnered grants, hired students, and met like-minded colleagues. Graduate students from several universities have pursued pronunciation-related studies, extending our knowledge of pronunciation instruction (PI) and laying the foundation for second and third waves of researchers. Positive team dynamics and sustained scientific curiosity have established Canada as a dominant force in empirical pronunciation research. This is an interview. Cultural Brokering with Syrian Refugee Families with Young Children: An Exploration of Challenges and Best Practices in Psychosocial Adaptation

This study examined the challenges and critical psychosocial needs of Syrian refugee families with young children in Western Canada. It also looked at the role of cultural brokering in facilitating their psychosocial adaptation. Results reveal that Syrian families struggled with feeling safe and secure in Canada, adjusting to the changing roles in the family, and trying to find meaning in their lives. These struggles were attributed to families’ overall challenges navigating various domains of integration (i.e., health, social services, and education), resulting in a heavy reliance on cultural brokers for social linking and bonding activities, including connecting families to needed supports and helping family members build relationships with one another. This study provides evidence for the use of both of these frameworks in further studies involving Syrian refugee populations; they proved useful for understanding how families, over time, can develop necessary skills to engage on their own in linking activities with various Canadian institutions and bridging activities with communities at large. Pathways for Refugees’ Descent into Homelessness in Edmonton, Alberta: the Urgent Need for Policy and Procedural Change

This study investigated how refugees in Edmonton, Alberta descend into homelessness. We conducted interviews with 19 adult refugees from Afghanistan, Congo, Ethiopia, Iraq, Pakistan, Rwanda, Somalia, Sudan, and Syria. All of them experienced homelessness after their arrival. We also did focus groups with housing support workers. These conversations helped us to identify several types of critical incidents that can lead refugees to become homeless after migration. These incidents are: (a) abandonment by or conflict with their sponsor(s), (b) abandonment by settlement counsellors/housing case workers, (c) sudden rent increases, (d) discrimination by landlords or neighbors, and (e) property infestations. These incidents sometimes become paired with long waiting lists for subsidized housing and a lack of knowledge of Canada’s official languages and housing system. This combination create circumstances in which refugees are most likely to become homeless. This study also highlighted critical loopholes in immigration policy implementation. We argue that these loopholes need to be addressed as soon as possible to improve refugee housing outcomes. This study investigated how refugees in Edmonton, Alberta descend into homelessness. “When You See Nature, Nature Give You Something Inside”: The Role of Nature-based Leisure in Fostering Refugee Well-being in Canada

This study investigated the impacts of nature-based leisure on the well-being of refugees in Canada. We explored how the experiences of a two-day winter camping in northern Alberta affected refugees’ well-being. Participants, from three African countries, and Iran, welcomed an opportunity to be away in a natural setting, to connect with others, to learn new activities, involve their families, and as a distraction from their daily lives. Refugees acknowledged the welcoming efforts of the social services and parks agencies in bolstering their confidence and well-being. Refugees’ experiences underscored both the importance of access to nature-based leisure in mitigating stress, and host societies’ attitudes toward newcomers in fostering their well-being. Our findings suggest that developing nature-based leisure opportunities for refugees may promote their well-being and sense of belonging. Factors associated with the timing of the first prenatal ultrasound in Canada

The aim of this study was to investigate the factors associated with the timing of the first prenatal ultrasound in Canada. 68.4% of Canadian women received an optimally timed first prenatal ultrasound, 27.4% received early ultrasounds and 4.3% received late ultrasound. Only 68% of Canadian women received an optimally timed prenatal ultrasound which was influenced by several factors including province of prenatal care, maternal age and country of birth, and an interaction effect between prenatal care provider and history of miscarriage. These findings establish a baseline of factors influencing the timing of prenatal ultrasound in Canada, which can be built upon by future studies. This article draws on a study and model that examined the psychosocial adaptation of Syrian refugee families with young children in Western Canada. The name of the model is RAISED between Cultures. The acronym stands for Reveal culture, Acknowledge pre-migration experiences, Identify post-migration systemic barriers, Support family and community strengths, Establish connections between environments, and Determine child outcomes together with families. Study focused on the role of cultural brokers in facilitating the adaptation of Syrian refugee families, our results provide evidence for the application of the model for educators and other school personnel. As key figures in refugee children and families’ adaptation to their host country, educators can draw on these findings to identify families’ and children’s’ strengths and challenges during early resettlement to ensure positive child outcomes. The goals were to understand how communities and schools might better support integration, the unique psychosocial and academic needs of Syrian refugees, and how schools can support reciprocal learning among refugee, immigrant, and Canadian-born students. Findings revealedthatmany refugees experience triple trauma as a result of forced migration, having experienced trauma in their country of origin, during transition, and again upon resettlement in Canada. Further challenges includeddifficulties in acquiring a new language, interrupted schooling, lack of resources for teachers who felt unprepared for the complexities of student needs, and racism and discrimination experienced by youth trying to integrate with their Canadian peers. The project reveals many gaps in programs and services and highlights the need for a coordinated approach among the different stakeholders in the refugee settlement and integration process.
