Immigration and Settlement in Edmonton: Literature review prepared for the Edmonton Local Immigration Partnership (E-LIP) Council

This report is a synthesis of knowledge on four aspects of immigration and settlement in Edmonton – employment, health, youth engagement, and settlement. At least up until 2014, newcomers to Edmonton suffered from higher unemployment rates and were assigned to temporary jobs despite the region’s booming economy. The health literature primarily focused on the maternal health of immigrant women, the general health of youth, the oral health of immigrant children, and HIV infections and mental health of elderly immigrants and members of certain immigrant groups in Edmonton. Cultural and psychological barriers, and layered stigma kept newcomers from accessing appropriate help and services. The issue of immigrant youth engagement in criminal and gang activities is largely attributed to identity issues, feelings of belonging (or lack thereof), poverty, and pre-migration violence and trauma. The report also outlines numerous gaps in the knowledge and suggests further studies on Edmonton. CLIP Survey of Newcomers: Fall 2017 – Summary Report

The purpose of this survey was to better understand why Calgarians who were born outside of Canada do or do not access Canadian settlement services during their migration process. Many people advocated for more relevant, accurate information to be provided pre-arrival. They really wanted to know more about living in Canada and the realities of daily life in Calgary. This related to different social and economic systems in Canada—banking, housing, childcare, children’s education, health care, transit, and how to dress for Calgary’s weather—as well as social norms about environmental protection and recycling. Respondents also recommended various way to advertise settlement services and to help newcomers to effectively navigate the local service system upon arrival in Calgary. Helping newcomers find the programs that exist to help them is critical. More widespread, however, is the disconnection between the attraction of skilled workers and professionals to Canada and the realities of the job market in Calgary. Respondents lamented that they arrived with hope and optimism, only to find they had little chance of working in their chosen field upon arrival. Moreover, they found few if any appropriate supports to help them transition quickly or easily into the work they were trained to do. What this survey has shown is that better advertising of existing programs and services is essential. In addition, different kinds of services and supports are needed for professional and non-skilled migrants. Strategic Actions for Change: Working with Children and Youth of Immigrant Families

This research report offers a summary of the current context in which children and youth of immigrant families (CYIF) are living and includes a baseline inventory of services mandated to support the equitable outcomes of that population. The research also examines the critical role and relationships of people who contribute to these children’s well-being—such as parents, teachers, and community support workers. Integration is understood as a threefold process of: cultural maintenance, participation in the larger society, and public accommodation and inclusion. This means that, in accordance with multicultural policy, it is not only the newcomer who is in a process of adjustment, but the city as a whole that is learning to facilitate the civic engagement of all residents. Immigrant families and children are more likely to live in poverty than non-immigrant families; parents must adjust to new demands in their role as a parent and to parenting in a cross-cultural context; and their children must also navigate cross-cultural expectations and values. Similarly, integration into the school and other social systems can be challenging both for immigrant parents and their children, as they navigate different cultural expectations and often learning English for the first time. Similarly, educators and administrators are adjusting to more diverse classrooms with a higher proportion of English language learners and often larger class sizes. Social and civic engagement in the community can be particularly challenging for children and youth of immigrant families (CYIF), many of whom report discrimination, a lack of cultural sensitivity, and marginalization. This can limit access to services, the formation of a sense of belonging, and full participation in all aspects of social life. A lack of inclusion can significantly challenge the formation of a healthy identity and self-concept, and the transition to adulthood. The Temporary Foreign Worker Program in Alberta: Exploring the Key Determinants of Public Opinion

This research explores public opinion regarding the Temporary Foreign Worker (TFW) program in Canada. It is situated within an important moment in the program’s history, in a province with particularly widespread reliance on it. This analysis is framed with an overview of the expansion of the TFW program over the past several decades, a description of the extensive media coverage given to several prominent examples of misuse of the program in 2013, and the resulting changes to the program. Compared to results from prior nation-wide surveys, the 2013 findings demonstrate that the majority of Albertans believe the TFW program is necessary. Furthermore, the vast majority of Albertans believe TFWs should have the same workplace rights as Canadians, and a majority believe that TFWs should be able to access permanent residency. These findings highlight points where TFW program policy was disconnected from public opinion, particularly with regard to allowing differential pay and permanent residency rights of TFWs. In addition, the 2013 survey findings illustrate some similarities with findings from the broader literature regarding the key determinants of attitudes towards immigration. Conceptualizing attitudes toward immigrants among undergraduate students attending a university in Southern Alberta

Canada is commended as a country that celebrates multicultural diversity; however, literature suggests that this may not universally be the case for individual Canadians. This research study utilizes the Social Dominance Orientation 7 scale (SDO7 scale) as well as an Immigrant Attitudes Measure with undergraduate students attending a university in Southern Alberta. Questionnaires and interviews were used to achieve the purpose of this research study: to examine the socio-demographic factors, perceptions, and beliefs held by Canadian-born undergraduate students attending a university in Southern Alberta and how these elements may influence SDO and attitudes held about immigrants by these students. Using thematic analysis, six themes were established from the interviews and non-parametric statistical testing was used to establish relationships between variables. As both a member of the Canadian host society and a second-generation immigrant, the researcher also uses journaling to report personal reflections gleaned during the interview process. A place to call home? Recent immigrant integration experiences in Lethbridge, Alberta

The settlement and integration of immigrants is a common policy focus for governments and researchers across the world. In Canada, its relevancy has only increased over recent decades; it is incorporated in official rhetoric and studies regularly examine the integrative experiences of newcomers. Still, most of these studies occur in the context of Canada’s largest and most diverse cities. In this thesis I examine the settlement experiences of recent landed immigrants in Lethbridge—a small Albertan city—utilizing mixed methods research. Using an adapted version of Tom Kuhlman’s (1991) conceptual framework, this study examines the socioeconomic, social, and structural aspects of integration, ultimately finding that while Lethbridge generally fosters integration as outlined by official rhetoric, there remain significant gaps between groups. Analyses especially highlight the crucial roles that community support, length of residence, and admission class play in determining settlement outcomes of recent immigrants in Lethbridge, Alberta. Mapping newcomers’ commute in Calgary

The objective of this study is to identify locations of newcomers and jobs in Calgary and analyze transit-based job accessibility from the locations of newcomers to their prospective jobs. The cumulative opportunity measure is used to compute job accessibility, which counts the number of job opportunities that can be reached from each Dissemination Area in Calgary within a given travel time. In addition, this study examines transit-based job accessibility based on various commute times and jobs in different employment sectors. This study leads to the broad conclusion that newcomers in Calgary need more efficient transit services to deliver them to their potential job opportunities. Given that transit-based job accessibility varies considerably depending on the time of day and industry, time- and industry-specific approaches in transit planning will be helpful in efforts to improve newcomers’ transit- based job accessibility and, in turn, their chances for stable employment and settlement.
