Evaluation of the SOGIE refugee claim and hearing process: July 2017

Sexual orientation and gender identity or expression (SOGIE) refugees face discriminatory and harsh experiences in the refugee claimant and hearing process in Canada. Additionally, SOGIE refugees face higher risks, barriers and vulnerability than some other refugee groups. After Bill C-31 (Protecting Canada’s Immigration Act) was passed in 2012, the Immigrant and Refugee Board of Canada (IRB) was responsible for determining which SOGIE refugee claims were ‘authentic’ or not, despite little knowledge on the 2SLGBTQ+ community. The IRB recently released guidelines to improve this practice. This policy brief describes the state of SOGIE refugees in Alberta and Canada, challenges the group faces, and the efficacy of the new guidelines for the SOGIE refugee claim process. Alberta Syrian Refugee Resettlement Experience Study

This is a study into the early resettlement experiences of Syrian refugees across Alberta. The study explored three broad areas – employment, language and social connections. The majority of participants in the survey sample were either working in part-time jobs, students or looking for work. Employment was a key challenge for these refugees. Their skills and experience did not match job opportunities or their lack of English language skills posed as a critical barrier. The study also found that refugees were making friends and building ties, however these were still nebulous and largely transactional in nature. Male participants were more likely than women to participate in social, cultural and educational activities and smaller centres saw higher rates of participation. While most participants experienced a certain sense of belonging to Canada they simultaneously felt challenged while considering issues such as loss of identity, managing settlement concerns and combatting racism and social exclusion. Language was one of the other key challenges for incoming Syrian refugees. With low levels of English comprehension and speaking skills it was difficult to find jobs and build social relationships. Women in the survey had higher language skills and were more likely to be students or have full-time employment as compared to men. Men were more likely than women to be looking for work and struggled with English language fluency. In terms of location, small centres and large centres saw some critical differences. There were higher rates of employment and survey participants reported greater satisfaction with employment in larger centres as compared to smaller centres. Large centres also saw a higher proportion of individuals who were able to pay bills and save money. The study proposes several specific service strategies and approaches to working with Syrian refugees. These include: creating a peer navigator model; developing a trauma informed framework for practice; developing a strengths-based needs assessment process; and embedding social well-being as a core outcome for all settlement services with Syrian refugees. Transition to remote program delivery: Internal study April 2020

Beginning in April, 2020, The Immigrant Education Society conducted an internal study on staff and student reactions to the transition to remote services delivery precipitated by the COVID19 Pandemic. This consists of a preliminary survey deployed by the Research and Program Development Department, and the compilation of independently developed surveys deployed in June by the Language Instruction for Newcomers to Canada (LINC) department and the Human Resources department. The analysis of the raw survey data was conducted by the Research and Program Development department. This document encompasses results from the Human Resources and LINC surveys. Sharing settlement and integration practices that work – Culturally responsive accommodations for family violence: A Pathways to Prosperity Project

In response to the specific challenges faced by culturally diverse families with family violence concerns and Children’s Services involvement, CCIS created the Cultural Brokerage Program team and the Culturally Responsive Accommodations for Family Violence program for male perpetrators of family violence. The program is a promising practice as it is: effective, efficient, sustainable, innovative, and different from existing programs. Ableism, racism, and colonialism affect all aspects of pre-application, application, settlement and integration. However, a gap in resources and knowledge of working with newcomers with disabilities exists. This reports on the training program requested by Immigrant Services Calgary on supporting newcomers with disabilities. Bilingual Development in Children with Autism Spectrum Disorder from Newcomer Families

The home language environment and language abilities were compared between children with autism spectrum disorder (ASD) and children with typical development, both from newcomer families in Edmonton. Children were in elementary school, mostly 6 and 7 year olds. The goal was to understand if there were differences in bilingual development between children with ASD and children with typical development at the same age. Specifically, we wanted to understand if children with ASD have the capacity to become bilingual and whether this is supported by their communities, clinicians and educators. We conclude that children with ASD are more at risk than children with typical development for losing their heritage language. In other words, children with ASD have the capacity to be bilingual, but have limited opportunities to develop their heritage language. CCIS New Pride Program Annual Evaluation Report

Prairie and Northern Territories (PNT) LGBTQ+ Newcomers Settlement Conference

Centre for Newcomers in Calgary, Alberta hosted a conference on settlement of LGBTQ+ newcomers. Key themes from the conference include: 1) complex barriers faced by LGBTQ+ newcomers; 2) service gaps for LGBTQ+ newcomers; 3) lack of Canadian research on this topic; 4) several promising programs currently exist. This report summarizes the key themes of the two-day conference and documents the key outcomes of the brainstorming and action planning sessions. It also provides a summative evaluation, documenting both the expectations and feedback from conference participants.
