Current industrialized food systems have detrimental consequences for people and the planet. Relocalizing food systems offers one strategy to mitigate these harms; advocates point to opportunities for ecological, economic, and social benefits as reason to localize food production. However, the assumption that the local is inherently preferable to the global can lead academics, practitioners, and consumers into the local trap. With increasing ethnic diversity in Canada, the perception that local is inherently good and global is inherently bad can translate into defensive and exclusionary tendencies towards the food preferences and practices of newcomers, immigrants and refugees. While the literature identifies various manifestations of the local trap, it offers limited investigation of strategies that may overcome this pitfall. In contrast to defensive localism, alternative conceptualizations of scale may support action in favour of collaborative, inclusive, and diversity-receptive outcomes in food systems. Therefore, in this thesis, I aim to identify strategies that may include the food preferences and practices of newcomers while also addressing problematic aspects of industrial food systems. I also seek to
understand the mechanisms and conceptualizations that enable such strategies. To accomplish this, 1) I completed a literature analysis to synthesize potential strategies and models and 2) empirically explored food practices and goals of the EthniCity Catering program (Centre for Newcomers) in Calgary, Alberta to illustrate the potential application of such strategies in a specific time and place. This thesis hopes to offer theoretical contributions to geographical discussions on scale in food systems as well as practical implications for food system practitioners. Sport participation is popularly constructed as a key aspect of integration for newcomers into their new countries of residence. These claims, however, are critiqued by sport and migration researchers. While newcomer sport participation is receiving increasing scholarly interest, lived experiences of newcomers in introductory winter sport programmes and the (in)efficacy of such programmes remains underexplored. Winter sports hold a central place within Canadian culture and identity, making the intersection between winter sport, immigration, integration, and Canadian identity a timely topic of investigation. This thesis explored the realities of designing and implementing introductory
winter sport programmes as well as the lived experiences of newcomer participants in Calgary, AB. First, six Canadian Intro to Sport programmes in Calgary involving newcomers were examined. Results from this study were incorporated into designing the WinSport Newcomers Programme (WNP) in WinSport Canada Olympic Park in Calgary, AB. The WNP is an intersectoral community partnership comprising sport administrators, settlement service practitioners from three separate organizations, and me. I adopted a qualitative case study research design to explore the lived experiences of WNP participants and their parents as well as the (in)efficacy of the WNP as an
intersectoral community partnership. Results illuminated the value of winter sport participation
for newcomers to Canada as well as various challenges facing the sustainability of newcomer winter sport participation. The WNP represents a maturing intersectoral community partnership that has excelled at introducing newcomers to Canadian winter sports. Yet, various weaknesses (e.g., collaborators negotiating job-related time pressures) are obstructing the collaboration’s effectiveness. Together, the results critique and identify shortcomings in newcomer introductory winter sport programmes, while also offering important insights into how newcomer introductory winter sport programmes may be designed to foster positive outcomes. Immigrant and refugee (im/migrant) families settled in Alberta (AB) are often challenged to overcome structural barriers (i.e., accent discrimination, English as a foreign language, culture shock) in the way of navigating and actively utilizing vaccination services. Research is scarce on the impact of childhood vaccination policies on children of im/migrants in Alberta. The objective of this study was to use an intersectionality-based evaluation framework, inclusive of health equity principles, to critically analyze and investigate current Alberta jurisdictional (AJ) childhood vaccination policies and policy guidance. More specifically, the focus of this research was to examine equity considerations in the policies as it relates to vaccinations of im/migrant children. This critical policy analysis inquired and sought to find out to what extent vaccination of children of im/migrants are equitably accounted for in the Alberta context. Relevant sources on Alberta childhood vaccination policies and policy guidance were retrieved from the Government of Alberta (GoA) and the Government of Canada (GoC) websites. Initial and retroactive searches, within a 15 year range, led to the content analysis of a total of 25 eligible GoA and GoC-AJ document(s) using an intersectionality-based health equity lens (acknowledgment of impact of immigration status and race/ethnicity on health). The entire healthcare system, including primary healthcare (PHC) services, has been disrupted since the onset of the COVID-19 pandemic. As the crisis threatens all citizens significantly, further barriers to accessing care exist for those who are most vulnerable, experience marginalization, and have pre-existing challenges. We aimed to explore immigrants’ lived experiences in accessing and receiving PHC services during the pandemic. A multiphase mixed-methods study using a sequential explanatory design was employed. The first study includes a systematic review that synthesizes the evidence on the experiences that immigrant patients have receiving PHC. Study two provides insights from a recently employed “COVID-19 Experiences and Impacts Survey” data and compares the experiences of Albertans that were born in and outside Canada. Descriptive statistics and multivariable logistic regression were performed, using STATA. The third study is a qualitative inquiry that aims to gain a deeper understanding of the newcomers’ (living in Canada ≤5 years) and providers’ experiences in PHC during the pandemic. A thematic analysis was applied, using NVivo software. Immigrants reported many challenges in accessing and receiving PHC, and these challenges have been increased since the COVID-19 pandemic. The results of this thesis yielded six recommendations that can inform PHC quality improvement initiatives and PHC policy. Comprehensive sexual education (CSE) is defined by the United Nations Educational, Scientific, and Cultural Organization as “a curriculum-based process of teaching and learning about the cognitive, emotional, physical and social aspects of sexuality” (2018, p. 16). Given the social and cultural aspects of sexual education, my research posits that newcomer access to comprehensive sexual education could be crucial to settlement and inclusion processes in Canada. Thus, my research asks: where does immigration and settlement policy intersect with sexual education policy in Canada? How does newcomer and immigrant community access to sexual education impact immigration and settlement processes? To investigate the ways in which the policy areas of immigration and settlement and sexual education overlap, I examine how sexual education is delivered in Edmonton, Alberta, a city that has one of the most robust and multifaceted settlement frameworks in Canada. A key data source for this research includes interviews with settlement workers and others who administer social integration programming, to assess whether or not they think sexual education is integral to settlement and integration, what barriers might exist in providing these services, and relationships between organizations who work in these fields. Before engaging with interview findings, however, this thesis will first provide several contextual chapters. This includes discussion of how access to sexual education and sexual health for newcomers and immigrant communities are part of the landscapes of biopolitics and sexual citizenship in Canada, the multijurisdictional nature of immigration and settlement policy, the terrain of sexual education policy in Canada, and the capacity of comprehensive sexual education to engage in anti-racist approaches. This thesis establishes that sexual education does in fact overlap with immigration and settlement policy, as norms around sex and gender are woven into the immigration process. Although issues related to sexual education do arise in a settlement context, there are both structural and cultural barriers that hinder a more fulsome engagement with sexual education in the services and programs provided by settlement agencies. However, these barriers have been challenged by service providers with strategies that emphasize integrative and relational approaches to sexual education with clients, as well as framing sexual educational content around individual and family wellness. These strategies relate to approaches outlined by UNESCO for effective implementation of CSE, suggesting that settlement work can be conducive to CSE. This thesis also identifies key service gaps in the provision of settlement services at large, and thus sexual education in this context. The research also highlights service gaps from organizations invested in the implementation of CSE in serving newcomer and immigrant communities. The research culminates in recommendations to address these gaps and further areas of research to be pursued. Compared to the monolingual research, there have been fewer studies examining narratives in clinical bilingual groups, especially bilinguals with ASD, and no study so far has compared bilinguals with ASD to bilinguals with DLD. This thesis asked: (1) Is
macrostructure an area of weakness in DLD? (2) Do children with ASD experience difficulties with structural language, i.e., morphology and syntax? (3) Are narrative skills requiring perspective-taking abilities equally vulnerable in ASD and DLD? (4) Do bilinguals with ASD and DLD use the second language input they receive to the same as bilinguals with TD? About one in five Canadians is a former immigrant. In 2019, Canada welcomed over 340,000 permanent residents, 43,000 of whom came to Alberta.2 Starting in 2021, Canada proposes an ambitious plan to welcome even more permanent residents to Canada, increasing Canada’s population by more than 1 per cent every year for the next three years. Newcomers are an integral part of Canada; they support the local economy in towns and cities across the country by filling employment gaps and contributing their knowledge, skills and experiences to the community. Educated, skilled economic newcomers allow Canada to build its future economic capacity to address a shrinking labour force in the country. To help newcomers integrate in Canada, achieve their full potential and participate in the labour market and in society, the Government of Canada supports newcomers through settlement and integration services. The Settlement Program is characterized by a public-private partnership between the Department of Immigration, Refugees and Citizenship Canada (IRCC), provinces
and territories, municipalities and many partner organizations. Settlement services are delivered
by a network of local organizations and service providers to all newcomers arriving in Canada,
removing barriers to their full participation in life and work in Canada and providing them with
the tools needed for a smooth and fast integration into their new home – Canada. To evaluate the success of its Settlement Program, the IRCC developed a Performance
Measurement Strategy. The Strategy outlines some immediate and intermediate desired outcomes of newcomer settlement and integration, including newcomers’ labour market
participation and income, their ability to use the official languages, their uptake of services, participation in the community and the program’s ability to meet and adapt to their needs. To
measure the level of integration by newcomers and estimate the direct and measurable outputs of program delivery, the government often uses proxy variables (such as service uptake, naturalization rate, labour market indicators and newcomers’ own sense of belonging). The introduction of Express Entry system in 2015 changed the way Canada selects immigrants. Canada now prioritizes younger, educated individuals with work experience, strong English or French language skills and the ability to integrate in Canada. These immigrants have
high human capital (intangible personal attributes such as knowledge, skills, training and
experience). These highly-educated skilled economic newcomers prioritize employment integration above all in the hopes of putting their knowledge, education and skills into use upon
arrival in Canada. However, once in Canada, many skilled economic immigrants struggle to quickly and effectively integrate economically.
This varied economic integration occurs in part because Canada’s Settlement Program is slow to respond to the needs of high skilled economic immigrants. Additional opportunities of on-the job training and improvements to the system of professional accreditation would allow
newcomers to contribute their knowledge and skills to the Canadian society while enhancing their skills and easing their integration. To achieve this, settlement services must be made more accessible for all types of newcomers by offering services much sooner in the immigration
process and expanding the eligibility criteria for services beyond permanent residents to include temporary residents and naturalized Canadians.
To understand newcomer integration from a local perspective, I address settlement and integration services in Calgary, Alberta. As a result of the COVID-19 pandemic and a cooling
off of the natural resources market, the city is experiencing unemployment levels much higher
than the national average. Newcomers in Calgary are especially impacted by the recession as they tend to experience higher rates of unemployment and underemployment. With the economy
predicted to be sluggish for the next few years, settlement programs are more important than ever, especially as the Government of Canada prepares to welcome over 400,000 of newcomers annually until at least 2023, some of whom will arrive in Calgary. On May 3rd, 2016, a wildfire swept through the Northern Alberta resource community of Fort McMurray, scouring the political-economic landscape and leading to the largest prolonged evacuation in Canadian history. In serving as the primary service centre for the Athabasca tar sands— the world’s third-largest known oil deposit— Fort McMurray has also become a notable outpost of transnational labour. Migrant caregivers, in particular, are precariously tied to this ‘land of opportunity’— bound by short-term employment contracts tied to single employers. Thus, in following the assertion that “there is no such thing as a natural disaster,” this thesis draws upon their experiences to reveal how the everyday manifestations of capitalist crisis that exist in this place were responsible for rendering the wildfire into a disaster in the lives of tens of thousands of people. In drawing upon the experiences of this social reproductive workforce, I argue that the crisis of social reproduction (i.e. biological reproduction, the reproduction of the labouring class, and provisioning and carework), in particular, is the thread of capitalist crisis capable of illuminating the other strands of crisis at the foundation of this disaster and explicating the interconnections between them. Moreover, it is in specifically focusing on the crisis of social reproduction, I argue, that we are able to not only understand the political-economic foundation of this disaster but also how its impacts were reabsorbed into everyday life through the social reproductive labour of this largely disposable workforce. In drawing upon the concept of surplus value, I argue that in much the same way that this value is extracted from workers to rebuild the physical infrastructure of communities in the wake of disaster, families extracted migrant caregivers’ social reproductive surplus value in order to rebuild the social infrastructure of their everyday lives and re-establish the crises at the foundation of this disaster. Migrant caregivers, in particular, are precariously tied to this ‘land of opportunity’— bound by short-term employment contracts tied to single employers. Thus, in following the assertion that “there is no such thing as a natural disaster,” this thesis draws upon their experiences to reveal how the everyday manifestations of capitalist crisis that exist in this place were responsible for rendering the wildfire into a disaster in the lives of tens of thousands of people. In drawing upon the experiences of this social reproductive workforce, I argue that the crisis of social reproduction (i.e. biological reproduction, the reproduction of the labouring class, and provisioning and carework), in particular, is the thread of capitalist crisis capable of illuminating the other strands of crisis at the foundation of this disaster and explicating the interconnections between them. Moreover, it is in specifically focusing on the crisis of social reproduction, I argue, that we are able to not only understand the political-economic foundation of this disaster but also how its impacts were reabsorbed into everyday life through the social reproductive labour of this largely disposable workforce. In drawing upon the concept of surplus value, I argue that in much the same way that this value is extracted from workers to rebuild the physical infrastructure of communities in the wake of disaster, families extracted migrant caregivers’ social reproductive surplus value in order to rebuild the social infrastructure of their everyday lives and re-establish the crises at the foundation of this disaster.

The issue of refugee housing affordability in Calgary is one which needs attention. In the coming years, Canada is expected to increase its refugee resettlement targets to approximately 15% of its total immigration quota. Data provided by CCIS shows a concentration of refugees living in the far north part of Calgary, some small portions in the Southwest, and a large concentration in the Forest Lawn/Northeast part of Calgary. This study assumes that the largest motivating factor for resettlement in these areas is housing affordability, constrained largely by refugee settlement funding. A survey of refugee budgets, when compared to available mean and lower quartile rental data, mostly corroborates this assumption. Single refugees are likely to face housing affordability issues far more than their counterparts with children, primarily due to the lack of child benefits. Refugee claimants, those seeking asylum in Canada, were at the greatest risk for homelessness in Calgary. It is recommended that the federal government consider granting refugee claimants benefits, and that the primary mechanism for increasing refugee housing affordability should be increasing cash transfers, including the possibility of a national housing benefit, to all Canadians. In this thesis, I consider ethnographic conversations I had during fieldwork in Fort McMurray and Edmonton, Alberta, Canada, in 2016 with two sets of workers: Albertan trades-workers employed in the oil sands (pipe-fitters, welders and boilermakers) and Filipino/a Temporary Foreign Workers (TFWs) employed in the local service sector (cooks, caregivers and kitchen helpers). I analyse these workers’ self-reflections on their own work routines as providing a sightline into the ways labour market processes and regulatory frameworks are manifest in and negotiated through their lives. I suggest this is of broader significance for our understanding of the ways state-regulated labour markets re-fashion, and are re-fashioned by, the cultural identities of workers.
