This research report prepared for AAISA aims to answer, “What factors drive successful collaboration in Alberta’s Immigrant Settlement Sector?”, particularly for small centres. Through surveys and interviews, findings discuss key elements of collaborations, tensions to creating successful collaborations, a proposed model to use moving forwards and opportunities for change that AAISA can facilitate. Comprehensive sexual education (CSE) is defined by the United Nations Educational, Scientific, and Cultural Organization as “a curriculum-based process of teaching and learning about the cognitive, emotional, physical and social aspects of sexuality” (2018, p. 16). Given the social and cultural aspects of sexual education, my research posits that newcomer access to comprehensive sexual education could be crucial to settlement and inclusion processes in Canada. Thus, my research asks: where does immigration and settlement policy intersect with sexual education policy in Canada? How does newcomer and immigrant community access to sexual education impact immigration and settlement processes? To investigate the ways in which the policy areas of immigration and settlement and sexual education overlap, I examine how sexual education is delivered in Edmonton, Alberta, a city that has one of the most robust and multifaceted settlement frameworks in Canada. A key data source for this research includes interviews with settlement workers and others who administer social integration programming, to assess whether or not they think sexual education is integral to settlement and integration, what barriers might exist in providing these services, and relationships between organizations who work in these fields. Before engaging with interview findings, however, this thesis will first provide several contextual chapters. This includes discussion of how access to sexual education and sexual health for newcomers and immigrant communities are part of the landscapes of biopolitics and sexual citizenship in Canada, the multijurisdictional nature of immigration and settlement policy, the terrain of sexual education policy in Canada, and the capacity of comprehensive sexual education to engage in anti-racist approaches. This thesis establishes that sexual education does in fact overlap with immigration and settlement policy, as norms around sex and gender are woven into the immigration process. Although issues related to sexual education do arise in a settlement context, there are both structural and cultural barriers that hinder a more fulsome engagement with sexual education in the services and programs provided by settlement agencies. However, these barriers have been challenged by service providers with strategies that emphasize integrative and relational approaches to sexual education with clients, as well as framing sexual educational content around individual and family wellness. These strategies relate to approaches outlined by UNESCO for effective implementation of CSE, suggesting that settlement work can be conducive to CSE. This thesis also identifies key service gaps in the provision of settlement services at large, and thus sexual education in this context. The research also highlights service gaps from organizations invested in the implementation of CSE in serving newcomer and immigrant communities. The research culminates in recommendations to address these gaps and further areas of research to be pursued. This report presents findings from the 2020 Family Violence (FV) Broker & Apartment 1310 program evaluations. This year’s evaluation was completed by Habitus Collective and covers the period from January 1, 2020 to December 31, 2020. The Family Violence Brokers are a supplementary, gender-based support to CCIS Cultural Brokerage Program (CCBP) families who present with family violence concerns. Apartment 1310 provides temporary accommodation and immediate programming for low-risk perpetrators of family violence who are mandated to separate from the family. Beginning in March 2020, the programs had to adapt to frequently changing circumstances and public health regulations resulting from the COVID-19 pandemic. This resulted in office closures, work from home mandates, and periods when in-person contact with families was limited or not possible requiring adaptation to virtual or hybrid service delivery. Furthermore, families were and will continue to be facing pandemic-related challenges and stress, which may increase the likelihood or severity of family violence. From the period January 1, 2020 – December 31, 2020, the Family Violence Brokers supported a total of 234 families, including 267 adults and 154 children. This was a 28.6% increase from the year prior despite a drop in total CCBP cases. Family Violence clients represented 47 countries of origin and 29 language groups. At the individual level, Canada, India, and the Philippines were the main countries of origin, which aligns to the main countries of origin for recent immigrants to Alberta as a whole. The majority of clients were Canadian Citizens (61%) or Permanent Residents (35%). Due to health restrictions, Apartment 1310 hosted only three residents this year. Evaluation activities revealed that the program along with Apartment 1310 are highly valued by Children’s Services staff, clients, and Brokers. Researchers have traditionally examined and explored immigration and single motherhood in isolation from one another. In the research reported in this thesis, I adopted intersectionality theory as the framework to examine the lived experiences of single, immigrant mothers in Alberta, Canada. This includes investigating single motherhood and immigration in relation to the
intersections of gender, ethnicity, social class within the context of cross-cultural transitioning, diverse mothering ideologies, and shifting social locations. The aim of the study was to gain insight into the challenges that single, immigrant mothers face and thereby to inform the provision of counselling services for them. The findings indicate that the single, immigrant mother participants’ lived experiences and acculturation processes were influenced by discourses related to gender, ethnicity, and mothering, from both their former world and their new world. Findings also revealed that single, immigrant mothers’ relationships with their children were affected by the intersectionality of their cultural identities. Service providers play an important role in supporting these mothers through their cross-cultural transitions; this study provides insights into how they can better address the specific and complex needs of this population. Place is powerful in our life because to be human is to be emplaced. In the human geographic interpretation of place, a conceptualization of the emplacement of human experience has been underdeveloped for a long time. This dissertation contributes to this area of inquiry by adopting a phenomenological case study approach to examine family sponsored late-age Chinese immigrants’ lived experience and sense of place in Edmonton, Canada. The focus of this study is to explore the relationship between late-age immigrants and their places at different scales. This work presents how the research participants develop a relationship with place based on their subjective perceptions and experiences. Two studies are presented in this dissertation. Theoretically, this research contributes to a scholarly understanding of the role of place in human life by establishing two frameworks to illustrate the relationships between participants and their places. Substantively, the research challenges the stereotype of sponsored late-age Chinese immigrants in Canada by revealing their roles and contributions in both their families and in society. The Brooks Local Immigration Partnership (Brooks LIP) is a collaborative community effort to support the settlement and integration of newcomers in Brooks and area. After completing a literature review, needs assessment and community consultations, Brooks LIP has identified 3 priority areas to address to further support newcomers. This document presents a brief overview of the reasoning behind these priority areas. Over the past years, more newcomers have moved to Lloydminster, particularly when the economy was strong and there were numerous opportunities for employment. The Lloydminster Local Immigration Partnership (LLIP) was tasked with determining the experiences of newcomers in Lloydminster and their settlement needs. A survey, community engagement sessions and interviews were conducted to determine what was working well and what areas need to be enhanced to better assist newcomers in resettlement. Recent statistics indicate that Alberta will continue to be a popular destination for African immigrants, however African families face parenting challenges that threaten their integration, mental health and general wellbeing. This meeting, the first of its kind in Alberta, brought together around 150 stakeholders from diverse backgrounds, including African immigrant parents, service providers, policy makers and researchers across Alberta. This report is a summary of the presentations, panels and focus groups in the meeting.
