Pre-arrival Services for Filipinos in Alberta: Bridging Gaps in Immigrant Services – Pathways to Prosperity: Canada

Pre-arrival services are considered important in the settlement and integration of immigrants and newcomers in Canada. Filipinos comprise one of the largest groups of non-white immigrants and newcomers in Canada since the 1980s. Of all immigrant groups from non-western countries Filipinos are visibly marked as the “other” yet are considered “ideal’ workers in certain occupational categories like health and service industries where they are most concentrated. Filipinos in Alberta invariably accessed pre-arrival services before arriving in Canada (provided either by the Canadian or Philippine governments; provided by church groups, placement or recruitment agencies, immigration lawyers, and family or other social networks). Those Filipinos without any formal support prior to their arrival in Alberta have made use of varied strategies to find information to assist them in their settlement in the province. In general, pre-arrival services defined early success in the settlement and integration of Filipinos in Alberta. These services eventually shaped the choices and decisions they made upon arrival, and were viewed positively, albeit lacking in many ways. All Filipinos in the study are convinced that gender-neutral pre-arrival services provide a better integrative approach for inclusion in Canada, where both males and females are given the same quality of service and information. The Construction of Migrant Work and Workers by Alberta Legislatorsб 2000-2011

This paper explores how government members of the Alberta Legislative Assembly (MLAs) “constructed” migrant work and migrant workers in legislature and media statements between 2000 and 2011. Government MLAs asserted that migrant work (1) was economically necessary and (2) posed no threat to Canadian workers. Government MLAs also asserted that international migrant workers (3) had questionable occupational, linguistic or cultural skills and (4) caused negative social and economic impacts in Canada. Taken individually, these narratives appear contradictory, casting migrant work as good but migrant workers as bad. Viewed together, these narratives comprise an effort to dehumanize temporary and permanent international migrant workers. This (sometimes racialized) “othering” of migrant workers justifies migrant workers’ partial citizenship and suppresses criticism of their poor treatment. Alberta Syrian Refugee Resettlement Experience Study

This is a study into the early resettlement experiences of Syrian refugees across Alberta. The study explored three broad areas – employment, language and social connections. The majority of participants in the survey sample were either working in part-time jobs, students or looking for work. Employment was a key challenge for these refugees. Their skills and experience did not match job opportunities or their lack of English language skills posed as a critical barrier. The study also found that refugees were making friends and building ties, however these were still nebulous and largely transactional in nature. Male participants were more likely than women to participate in social, cultural and educational activities and smaller centres saw higher rates of participation. While most participants experienced a certain sense of belonging to Canada they simultaneously felt challenged while considering issues such as loss of identity, managing settlement concerns and combatting racism and social exclusion. Language was one of the other key challenges for incoming Syrian refugees. With low levels of English comprehension and speaking skills it was difficult to find jobs and build social relationships. Women in the survey had higher language skills and were more likely to be students or have full-time employment as compared to men. Men were more likely than women to be looking for work and struggled with English language fluency. In terms of location, small centres and large centres saw some critical differences. There were higher rates of employment and survey participants reported greater satisfaction with employment in larger centres as compared to smaller centres. Large centres also saw a higher proportion of individuals who were able to pay bills and save money. The study proposes several specific service strategies and approaches to working with Syrian refugees. These include: creating a peer navigator model; developing a trauma informed framework for practice; developing a strengths-based needs assessment process; and embedding social well-being as a core outcome for all settlement services with Syrian refugees. CLIP Survey of Newcomers: Fall 2017 – Summary Report

The purpose of this survey was to better understand why Calgarians who were born outside of Canada do or do not access Canadian settlement services during their migration process. Many people advocated for more relevant, accurate information to be provided pre-arrival. They really wanted to know more about living in Canada and the realities of daily life in Calgary. This related to different social and economic systems in Canada—banking, housing, childcare, children’s education, health care, transit, and how to dress for Calgary’s weather—as well as social norms about environmental protection and recycling. Respondents also recommended various way to advertise settlement services and to help newcomers to effectively navigate the local service system upon arrival in Calgary. Helping newcomers find the programs that exist to help them is critical. More widespread, however, is the disconnection between the attraction of skilled workers and professionals to Canada and the realities of the job market in Calgary. Respondents lamented that they arrived with hope and optimism, only to find they had little chance of working in their chosen field upon arrival. Moreover, they found few if any appropriate supports to help them transition quickly or easily into the work they were trained to do. What this survey has shown is that better advertising of existing programs and services is essential. In addition, different kinds of services and supports are needed for professional and non-skilled migrants. Immigrant Mothers’ Perspectives of Barriers and Facilitators in Accessing Mental Health Care for Their Children

Data on immigrant and refugees’ access to services in Canada does not typically focus on children. To fill this gap, this study explored immigrant and refugee mothers’ perceptions of barriers and facilitators (things that help) for mental health care for their children in Edmonton, Alberta, Canada. Barriers included financial strain, lack of information, racism/discrimination, language barriers, stigma, feeling isolated, and feeling unheard by service providers. Facilitators included schools offering services, personal levels of higher education, and free services. Nurses can improve access to mental health services by addressing issues related to racism within the health system, by creating awareness related to mental health, and by providing trained interpreters to help bridge barriers in communications. Yazidi Resettlement in Canada-Final Report 2018

In 2017, Canada resettled 1,215 Yazidis (IRCC personal communication) refugees who have experienced extreme violence, torture, and displacement at rates that astonished the international community. Early reports from settlement agencies in Canada reveal that the high degree of trauma Yazidis have experienced has made their resettlement and integration very difficult. Almost all the Yazidis destined to Canada are from Sinjar, Kirkuk and Erbil in northeastern Iraq, and now reside in Toronto, London, Calgary and Winnipeg. Our colleagues at COSTI Immigrant Services (Toronto), Cross Cultural Learner Centre (London), Calgary Catholic Immigration Services, Welcome Place and Accueil francophone (Winnipeg), along with an advisory panel made up of settlement service providers, federal government and academic members, participated in the planning of this project. The study examines the following questions: 1) what settlement services do Yazidi refugees require? Do they have access to these services?; 2) what has their experience in attaining language training been like?; 3) what might their job prospects be?; and 4) what are their housing conditions? The purpose of the project is to collect information to inform practice and resettlement policy for refugees in Canada. The Temporary Foreign Worker Program in Alberta: Exploring the Key Determinants of Public Opinion

This research explores public opinion regarding the Temporary Foreign Worker (TFW) program in Canada. It is situated within an important moment in the program’s history, in a province with particularly widespread reliance on it. This analysis is framed with an overview of the expansion of the TFW program over the past several decades, a description of the extensive media coverage given to several prominent examples of misuse of the program in 2013, and the resulting changes to the program. Compared to results from prior nation-wide surveys, the 2013 findings demonstrate that the majority of Albertans believe the TFW program is necessary. Furthermore, the vast majority of Albertans believe TFWs should have the same workplace rights as Canadians, and a majority believe that TFWs should be able to access permanent residency. These findings highlight points where TFW program policy was disconnected from public opinion, particularly with regard to allowing differential pay and permanent residency rights of TFWs. In addition, the 2013 survey findings illustrate some similarities with findings from the broader literature regarding the key determinants of attitudes towards immigration. Discrimination Experienced by Immigrants, Racialized Individuals, and Indigenous Peoples in Small- and Mid-Sized Communities in Southwestern Ontario

We investigate discrimination experiences of (1) immigrants and racialized individuals, (2) Indigenous peoples, and (3) comparison White non-immigrants in nine regions of Southwestern Ontario containing small- and mid-sized communities. For each region, representative samples of the three groups were recruited to complete online surveys. In most regions, over 80 percent of Indigenous peoples reported experiencing discrimination in the past 3 years, and in more than half of the regions, over 60 percent of immigrants and racialized individuals did so. Indigenous peoples, immigrants and racialized individuals were most likely to experience discrimination in employment settings and in a variety of public settings, and were most likely to attribute this discrimination to racial and ethnocultural factors, and for Indigenous peoples also their Indigenous identity. Immigrants and racialized individuals who had experienced discrimination generally reported a lower sense of belonging and welcome in their communities. This association was weaker for Indigenous peoples. The findings provide new insight into discrimination experienced by Indigenous peoples, immigrants and racialized individuals in small and mid-sized Canadian communities, and are critical to creating and implementing effective anti-racism and anti-discrimination strategies.
