“Language alludes to everything”: A pilot study on front-line worker experience with newcomer integration

There remains an ongoing need to address not only the post-migration experiences of newcomers settling in Calgary but also to understand how systems that serve them perceive, make sense of, and contribute to these experiences. By hearing from those who work with newcomers within the institutional settings that support newcomers, we can begin to understand some complexities of newcomer integration. The purpose of this qualitative pilot study was to explore the perceptions that front-line workers hold regarding needs and experiences of newcomers. This study involved a series of eleven semi-structured interviews with workers at an immigrant-serving language-learning agency which were analyzed using thematic coding. The findings highlighted: front-line workers perception of their newcomer cli-ents’ identity in connection to language; the clients’ emotional burden and sense of belonging; and the challenges clients faced balancing everyday commitments. Moreover, this study explored the front-line worker’s role in cultural brokerage and promoting wellness. This study provided reason to value the practices and interpretations that front-line workers have of the newcomer experience due to the role they play in creating a sense of integration for newcom-ers. Family Violence Broker and Apartment 1310: Annual Evaluation Report January 1, 2020 – December 31, 2020

This report presents findings from the 2020 Family Violence (FV) Broker & Apartment 1310 program evaluations. This year’s evaluation was completed by Habitus Collective and covers the period from January 1, 2020 to December 31, 2020. The Family Violence Brokers are a supplementary, gender-based support to CCIS Cultural Brokerage Program (CCBP) families who present with family violence concerns. Apartment 1310 provides temporary accommodation and immediate programming for low-risk perpetrators of family violence who are mandated to separate from the family. Beginning in March 2020, the programs had to adapt to frequently changing circumstances and public health regulations resulting from the COVID-19 pandemic. This resulted in office closures, work from home mandates, and periods when in-person contact with families was limited or not possible requiring adaptation to virtual or hybrid service delivery. Furthermore, families were and will continue to be facing pandemic-related challenges and stress, which may increase the likelihood or severity of family violence. From the period January 1, 2020 – December 31, 2020, the Family Violence Brokers supported a total of 234 families, including 267 adults and 154 children. This was a 28.6% increase from the year prior despite a drop in total CCBP cases. Family Violence clients represented 47 countries of origin and 29 language groups. At the individual level, Canada, India, and the Philippines were the main countries of origin, which aligns to the main countries of origin for recent immigrants to Alberta as a whole. The majority of clients were Canadian Citizens (61%) or Permanent Residents (35%). Due to health restrictions, Apartment 1310 hosted only three residents this year. Evaluation activities revealed that the program along with Apartment 1310 are highly valued by Children’s Services staff, clients, and Brokers. Integration Experiences of Newcomers Across the Prairies: Untangling Perceived Dichotomy Between Immigrants and New-to-Towns

Despite the lack of a shared definition of integration, this concept word addresses the physical, psychological, and social progress of newcomers, and more. Newcomers are both immigrants and new-to-town individuals, meaning those who have relocated within Canada from other provinces or regions. By exploring literature and lived experiences, this research examines how accurately models of integration reflect and represent the views and experiences of newcomers. Our qualitative case study uses thematic coding of in-depth interviews with newcomers and settlement organizations. Results suggest that models and factors of integration do not fully or effectively reflect the process and desires of newcomers. Though new-to-town individuals possess advantages in their relocation process (e.g., not having to learn a new language or build a cultural foundation in their new location), they do not meet nor do they aspire to meet all the various factors and considerations of integration included in the models. Newcomers seek first to meet their own core needs followed by self-directed needs. In this article, an acculturation model is put forward that encompasses dynamics of individual newcomers’ peculiarities of circumstances. The conclusion is two-fold: Newcomers place priority on immediate core needs and strive to meet other needs leading to place attachment; and their sense of belonging can be brought into question with experiences of discrimination and racism. Pho as the embodiment of Vietnamese national identity in the linguistic landscape of a western Canadian city

This article examines the relationship between Pho, a type of Vietnamese soup, and Vietnamese national identity in the linguistic landscape of Edmonton, Alberta (Canada). The study suggests that Pho has not only been used by Vietnamese restaurants in Edmonton for indexical function (pointing to the specialty of a restaurant) but also for symbolic evocation associating with Vietnamese cuisine and national identity. The data comes from three Vietnamese restaurants in Edmonton. The results indicate that Pho is a very prominent word in the linguistic landscape of three restaurants. Furthermore, the symbolic relationship between Pho and Vietnamese identity is evident in the way it is used to address the feelings of nostalgia among migrant patrons. Immigrant Mothers’ Perspectives of Barriers and Facilitators in Accessing Mental Health Care for Their Children

Data on immigrant and refugees’ access to services in Canada does not typically focus on children. To fill this gap, this study explored immigrant and refugee mothers’ perceptions of barriers and facilitators (things that help) for mental health care for their children in Edmonton, Alberta, Canada. Barriers included financial strain, lack of information, racism/discrimination, language barriers, stigma, feeling isolated, and feeling unheard by service providers. Facilitators included schools offering services, personal levels of higher education, and free services. Nurses can improve access to mental health services by addressing issues related to racism within the health system, by creating awareness related to mental health, and by providing trained interpreters to help bridge barriers in communications. Alberta Syrian Refugee Resettlement Experience Study

This is a study into the early resettlement experiences of Syrian refugees across Alberta. The study explored three broad areas – employment, language and social connections. The majority of participants in the survey sample were either working in part-time jobs, students or looking for work. Employment was a key challenge for these refugees. Their skills and experience did not match job opportunities or their lack of English language skills posed as a critical barrier. The study also found that refugees were making friends and building ties, however these were still nebulous and largely transactional in nature. Male participants were more likely than women to participate in social, cultural and educational activities and smaller centres saw higher rates of participation. While most participants experienced a certain sense of belonging to Canada they simultaneously felt challenged while considering issues such as loss of identity, managing settlement concerns and combatting racism and social exclusion. Language was one of the other key challenges for incoming Syrian refugees. With low levels of English comprehension and speaking skills it was difficult to find jobs and build social relationships. Women in the survey had higher language skills and were more likely to be students or have full-time employment as compared to men. Men were more likely than women to be looking for work and struggled with English language fluency. In terms of location, small centres and large centres saw some critical differences. There were higher rates of employment and survey participants reported greater satisfaction with employment in larger centres as compared to smaller centres. Large centres also saw a higher proportion of individuals who were able to pay bills and save money. The study proposes several specific service strategies and approaches to working with Syrian refugees. These include: creating a peer navigator model; developing a trauma informed framework for practice; developing a strengths-based needs assessment process; and embedding social well-being as a core outcome for all settlement services with Syrian refugees. Transition to remote program delivery: Internal study April 2020

Beginning in April, 2020, The Immigrant Education Society conducted an internal study on staff and student reactions to the transition to remote services delivery precipitated by the COVID19 Pandemic. This consists of a preliminary survey deployed by the Research and Program Development Department, and the compilation of independently developed surveys deployed in June by the Language Instruction for Newcomers to Canada (LINC) department and the Human Resources department. The analysis of the raw survey data was conducted by the Research and Program Development department. This document encompasses results from the Human Resources and LINC surveys.
