Referral in Alberta’s Settlement and Integration Sector

Referral processes are central to ensuring that newcomer clients are connected with appropriate programming and service offerings to support their settlement, integration, and overall wellbeing. These processes involve referring clients from one agency to another based on their specific needs and circumstances. However, the effectiveness of referral processes in Alberta is influenced by a variety of factors, including agency capacity, confidentiality concerns, and the ad hoc nature of follow-up on referrals. This report discusses major barriers to the referral process between Albertan immigrant serving agencies, as well as recommendations for improvement. Family Violence Broker and Apartment 1310: Annual Evaluation Report January 1, 2020 – December 31, 2020

This report presents findings from the 2020 Family Violence (FV) Broker & Apartment 1310 program evaluations. This year’s evaluation was completed by Habitus Collective and covers the period from January 1, 2020 to December 31, 2020. The Family Violence Brokers are a supplementary, gender-based support to CCIS Cultural Brokerage Program (CCBP) families who present with family violence concerns. Apartment 1310 provides temporary accommodation and immediate programming for low-risk perpetrators of family violence who are mandated to separate from the family. Beginning in March 2020, the programs had to adapt to frequently changing circumstances and public health regulations resulting from the COVID-19 pandemic. This resulted in office closures, work from home mandates, and periods when in-person contact with families was limited or not possible requiring adaptation to virtual or hybrid service delivery. Furthermore, families were and will continue to be facing pandemic-related challenges and stress, which may increase the likelihood or severity of family violence. From the period January 1, 2020 – December 31, 2020, the Family Violence Brokers supported a total of 234 families, including 267 adults and 154 children. This was a 28.6% increase from the year prior despite a drop in total CCBP cases. Family Violence clients represented 47 countries of origin and 29 language groups. At the individual level, Canada, India, and the Philippines were the main countries of origin, which aligns to the main countries of origin for recent immigrants to Alberta as a whole. The majority of clients were Canadian Citizens (61%) or Permanent Residents (35%). Due to health restrictions, Apartment 1310 hosted only three residents this year. Evaluation activities revealed that the program along with Apartment 1310 are highly valued by Children’s Services staff, clients, and Brokers. Transition to remote program delivery: Internal study April 2020

Beginning in April, 2020, The Immigrant Education Society conducted an internal study on staff and student reactions to the transition to remote services delivery precipitated by the COVID19 Pandemic. This consists of a preliminary survey deployed by the Research and Program Development Department, and the compilation of independently developed surveys deployed in June by the Language Instruction for Newcomers to Canada (LINC) department and the Human Resources department. The analysis of the raw survey data was conducted by the Research and Program Development department. This document encompasses results from the Human Resources and LINC surveys. Bridging Together Year 2 Evaluation Report

The success of the out-of-school time collaborative program coordinated by REACH Edmonton in empowering immigrant and refugee children and youth was evaluated. The report provides a high-level summary of the program’s description and reach, highlighting the various programs offered by the 13 organizations in the collaborative. The report also includes an overview of the themes found across all programs from the summer youth feedback sessions. The report concludes with recommendations for future program development and expansion. Overall, the report demonstrates the positive impact of the Bridging Together collaborative in promoting the well-being and integration of immigrant and refugee children and youth in Edmonton. CCIS’ language link for mainstream mental health project evaluation final report

This report summarizes the evaluation work completed by Mindwise Communications between the period of September and November 2020 for the program: Language Link for Mainstream Mental Health. The intent of this report is to assist the Calgary Catholic Immigration Society, CCIS, in making program improvements where necessary and to gather evidence of whether or not the provision of interpreter services to mental health services providers reduces client barriers. CCIS Centre for Refugee Resilience: Evaluation of brief therapy for refugees

Alberta Settlement And Integration Sector Survey Report 2017-2018

This is a provincial survey from January to February 2018. The survey aimed to examine and understand the priorities, systems-level issues and areas of improvement in settlement and integration, to identify any current systems-level issues that are affecting service provider organizations (SPOs), and to highlight areas of improvement for the next fiscal year. The survey findings indicate that the main challenge affecting newcomers is access to Language Programs. When the survey asked participants what the most common barrier that affected individuals’ ability to attend language training the most, over 70% of respondents indicated Childcare Provision and Availability. The findings also show that lack of childcare provision affects newcomers’ ability to access not only education (language programs), but also employment and social activities. Service providers indicated that they experience challenges with data collection which prevents sharing data between organizations. This in turn affects the quality of service delivery. Service providers also expressed a desire for increased sector engagement meaning that they were interested in large-scale events such as summits and seminars. The survey results also indicate that AAISA’s research and policy resources are not being used to a large extent for settlement practices, policy change and funding models. AAISA is committed to increase efforts into changing this tendency and establishing more meaningful connections with the government and policy stakeholders.
