Overcoming the local trap through inclusive and multi-scalar food systems: A case study of EthniCity Catering in Calgary, Alberta

Current industrialized food systems have detrimental consequences for people and the planet. Relocalizing food systems offers one strategy to mitigate these harms; advocates point to opportunities for ecological, economic, and social benefits as reason to localize food production. However, the assumption that the local is inherently preferable to the global can lead academics, practitioners, and consumers into the local trap. With increasing ethnic diversity in Canada, the perception that local is inherently good and global is inherently bad can translate into defensive and exclusionary tendencies towards the food preferences and practices of newcomers, immigrants and refugees. While the literature identifies various manifestations of the local trap, it offers limited investigation of strategies that may overcome this pitfall. In contrast to defensive localism, alternative conceptualizations of scale may support action in favour of collaborative, inclusive, and diversity-receptive outcomes in food systems. Therefore, in this thesis, I aim to identify strategies that may include the food preferences and practices of newcomers while also addressing problematic aspects of industrial food systems. I also seek to understand the mechanisms and conceptualizations that enable such strategies. To accomplish this, 1) I completed a literature analysis to synthesize potential strategies and models and 2) empirically explored food practices and goals of the EthniCity Catering program (Centre for Newcomers) in Calgary, Alberta to illustrate the potential application of such strategies in a specific time and place. This thesis hopes to offer theoretical contributions to geographical discussions on scale in food systems as well as practical implications for food system practitioners. Exploring socio-environmental effects on community health in Edmonton, Canada to understand older adult and immigrant risk in a changing climate

We investigated health risks associated with climate and air pollution hazards and community covariates to generate insights into the resilience of older adults and immigrants at the community level in a northern urban center in the Canadian prairies (i.e. Edmonton, AB). Communities with higher proportions of older adults were associated with increased cardiovascular, injury, mental, and respiratory health event rates. Notably, heat effects on injury rates impacted communities with higher percentages of older adults (Prevalence Rate Ratio (PRR) [95%CI] 1.110 [1.011, 1.219] at 25% ≥65 years). Ozone effects on cardiovascular event rates exhibited similar trends. Areas with higher percentages of immigrants generally had lower rates of health events. However, increasing diurnal temperature range became a risk factor for respiratory health rates where there were higher percentages of refugees (PRR 1.205 [1.004, 1.447] at 20%). Industrial emission effects on injury and respiratory health rates also amplified in areas with higher percentages of refugees (PRR 1.127 [1.058, 1.200]; 1.130 [1.050, 1.216] at 20%). Similar effects were observed for mental health event rates and total immigrants. Greater neighborhood material and social deprivation were significant risk factors for increased health event rates across outcomes. Future work should focus on disproportionately affected vulnerable populations to address community-level resilience. Health of the Newcomer-Serving Sector in the PNT Region: A survey of front-line workers in Alberta, Manitoba and Saskatchewan – Disaggregated data summary for language training

This comprehensive report provides insights into the state of language training in Alberta, Manitoba, and Saskatchewan. The report is based on a survey of front-line workers in the newcomer-serving sector and identifies key areas that require further reflection and action to promote improved sector health. The report highlights the challenges faced by front-line staff in delivering language training and provides recommendations for addressing these challenges. The report is an essential resource for policymakers, service providers, and other stakeholders interested in improving the quality of language training services for newcomers in the PNT region. “I feel like I’m just nowhere”: Causes and Challenges of Status Loss in Canada

In this qualitative study, researchers conducted interviews with 11 participants who had entered Canada through the Temporary Foreign Worker Program and who had since loss status. Findings show policy changes, abuse and exploitation by employers, language barriers, and misinformation and language gaps drive workers out of status. Once without status, people often remain in Canada because they are motivated by issues related to family. These can include the continued desire to bring family members to Canada, financial responsibilities for family members in countries of origin, the desire to stay with Canadian partners or children, or the breakdown of family ties which dissuades the desire to return. Challenges of living without status include mental health struggles, financial strain, and barriers to service access. Interplays between factors driving status loss and experiences of those who live without status in Canada show that the state plays an important role in creating precarity through restrictive immigration and residency policies. Understandings the state’s role in the production of precarity may inform effective policy changes moving forward. An overview of the Rainbow Refuge program at the Edmonton Newcomers Centre (previously called the Edmonton Mennonite Newcomers Centre). The borders of sexuality: Immigration policy and sexual education in Canada

Comprehensive sexual education (CSE) is defined by the United Nations Educational, Scientific, and Cultural Organization as “a curriculum-based process of teaching and learning about the cognitive, emotional, physical and social aspects of sexuality” (2018, p. 16). Given the social and cultural aspects of sexual education, my research posits that newcomer access to comprehensive sexual education could be crucial to settlement and inclusion processes in Canada. Thus, my research asks: where does immigration and settlement policy intersect with sexual education policy in Canada? How does newcomer and immigrant community access to sexual education impact immigration and settlement processes? To investigate the ways in which the policy areas of immigration and settlement and sexual education overlap, I examine how sexual education is delivered in Edmonton, Alberta, a city that has one of the most robust and multifaceted settlement frameworks in Canada. A key data source for this research includes interviews with settlement workers and others who administer social integration programming, to assess whether or not they think sexual education is integral to settlement and integration, what barriers might exist in providing these services, and relationships between organizations who work in these fields. Before engaging with interview findings, however, this thesis will first provide several contextual chapters. This includes discussion of how access to sexual education and sexual health for newcomers and immigrant communities are part of the landscapes of biopolitics and sexual citizenship in Canada, the multijurisdictional nature of immigration and settlement policy, the terrain of sexual education policy in Canada, and the capacity of comprehensive sexual education to engage in anti-racist approaches. This thesis establishes that sexual education does in fact overlap with immigration and settlement policy, as norms around sex and gender are woven into the immigration process. Although issues related to sexual education do arise in a settlement context, there are both structural and cultural barriers that hinder a more fulsome engagement with sexual education in the services and programs provided by settlement agencies. However, these barriers have been challenged by service providers with strategies that emphasize integrative and relational approaches to sexual education with clients, as well as framing sexual educational content around individual and family wellness. These strategies relate to approaches outlined by UNESCO for effective implementation of CSE, suggesting that settlement work can be conducive to CSE. This thesis also identifies key service gaps in the provision of settlement services at large, and thus sexual education in this context. The research also highlights service gaps from organizations invested in the implementation of CSE in serving newcomer and immigrant communities. The research culminates in recommendations to address these gaps and further areas of research to be pursued. “Language alludes to everything”: A pilot study on front-line worker experience with newcomer integration

There remains an ongoing need to address not only the post-migration experiences of newcomers settling in Calgary but also to understand how systems that serve them perceive, make sense of, and contribute to these experiences. By hearing from those who work with newcomers within the institutional settings that support newcomers, we can begin to understand some complexities of newcomer integration. The purpose of this qualitative pilot study was to explore the perceptions that front-line workers hold regarding needs and experiences of newcomers. This study involved a series of eleven semi-structured interviews with workers at an immigrant-serving language-learning agency which were analyzed using thematic coding. The findings highlighted: front-line workers perception of their newcomer cli-ents’ identity in connection to language; the clients’ emotional burden and sense of belonging; and the challenges clients faced balancing everyday commitments. Moreover, this study explored the front-line worker’s role in cultural brokerage and promoting wellness. This study provided reason to value the practices and interpretations that front-line workers have of the newcomer experience due to the role they play in creating a sense of integration for newcom-ers.
