Health care for all: Undocumented migrants and the COVID-19 pandemic in Alberta, Canada—A scoping review

What can be learned about the healthcare access of undocumented workers? How can health equity be advanced through sensitivity to the process of precaritization and the precarities informing their lives? Thailand and Spain are the only countries in the world that offer the same healthcare access to undocumented migrants as citizens. Most European countries only offer emergency services: France, the Netherlands, Portugal, Spain, and Switzerland allow undocumented migrants to access similar services to citizens if they meet conditions (proof of identity; length of residence in the country). European cities such as Ghent, Frankfurt, and Dusseldorf, offer barrier-free healthcare. Throughout the USA, Federally Qualified Health Centers support care to the uninsured regardless of immigration status. In Canada, Ontario and Quebec, provide a base level of healthcare access to undocumented migrants, and a small number of stand-alone community-based clinics offer additional care and specialized services. To promote healthcare for undocumented migrants in Alberta, barrier-free access to vaccination, COVID-19 treatment, and proof of vaccinations are essential, but an equity lens to healthcare service— informed by analytic understanding and robust approach to precaritization as a social determinant, is most needed. Community anti-racism action strategy: Weaving a shared path forward for an anti-racist Calgary

The Community Anti-Racism Action Strategy is a comprehensive report developed by the City of Calgary to inform its Anti-Racism Strategic Plan for 2023-2027. The report outlines recommendations for shifting the city as an overall system, including actions that focus on underlying policies, structures, and procedures. It is an invitation to create positive relationships, live in reciprocity, and take action towards a future that includes all of us. The report is committed to creating a Calgary where Indigenous, Black and diverse Racialized communities feel safe, welcome, included and are treated with dignity. It incorporates Indigenous teachings and perspectives into its anti-racism framework and provides guidance for individuals and communities to actively participate in anti-racism efforts in Calgary. Discrimination Experienced by Immigrants, Racialized Individuals, and Indigenous Peoples in Small- and Mid-Sized Communities in Southwestern Ontario

We investigate discrimination experiences of (1) immigrants and racialized individuals, (2) Indigenous peoples, and (3) comparison White non-immigrants in nine regions of Southwestern Ontario containing small- and mid-sized communities. For each region, representative samples of the three groups were recruited to complete online surveys. In most regions, over 80 percent of Indigenous peoples reported experiencing discrimination in the past 3 years, and in more than half of the regions, over 60 percent of immigrants and racialized individuals did so. Indigenous peoples, immigrants and racialized individuals were most likely to experience discrimination in employment settings and in a variety of public settings, and were most likely to attribute this discrimination to racial and ethnocultural factors, and for Indigenous peoples also their Indigenous identity. Immigrants and racialized individuals who had experienced discrimination generally reported a lower sense of belonging and welcome in their communities. This association was weaker for Indigenous peoples. The findings provide new insight into discrimination experienced by Indigenous peoples, immigrants and racialized individuals in small and mid-sized Canadian communities, and are critical to creating and implementing effective anti-racism and anti-discrimination strategies. The City of Calgary Public Safety Anti-Racism Action Strategy aims to prevent and mitigate systemic racism and racialization in public safety and City programs and services. The strategy highlights the need to examine policies, bylaws, and legislation that regulate behaviors, statements, or decisions that cause or sustain racism and racialization. It also emphasizes the importance of community engagement in supporting The City’s efforts to become anti-racist. This Action Strategy is instrumental in the development of The City of Calgary Anti-Racism Strategic Plan 2023-2027, which provides an overview of strategic actions to create equitable and fair protection, treatment, and outcomes for all Calgarians by enhancing public safety, dignity, order, and peace. It emphasizes the importance of collective anti-racism work, organizational stamina, anti-racist leadership, and intentional centering of the lived experiences of Indigenous, Black, and diverse Racialized employees. The strategy also highlights the need for a focused approach to address the root causes of systemic racism and oppression. It emphasizes accountability as a public service organization and aims to embed it into the change process. Overall, this strategy serves as a roadmap for the City of Calgary’s efforts towards creating an inclusive and equitable community for all its residents. Alternative careers toward job market integration: Barriers faced by international medical graduates in Canada

International Medical Graduates (IMGs), who completed their medical degree and training outside Canada area notable portion of skilled migrants to Canada. However, due to a long and uncertain licensure process and limited opportunities many IMGs look for alternative career pathways where they can utilize their learned skills. Alternative careers in the health and wellness sector may offer such opportunities; however, IMGs’ success in these pathways were also less evident despite their high potential. Barriers that IMGs face when attempting alternative jobs in Canada was studied through focus groups in Calgary, AB and Toronto, ON. Focus groups found that IMGs encounter many barriers in different stages of their resettlement journey in Canada, including both the pre-migration and post-migration phases. Collaborations between organizations, policy makers and researchers are needed to target these barriers. “I am not who you think I am”: Multiple, hybrid and racialized identities of Canadian Muslim youth in the negotiation of belonging and citizenship

The challenges faced by Muslim youth in Calgary, Vancouver and Toronto in developing a meaningful and stable identity in an era of global conflicts, collective surveillance, and suspicion are explored. The study focuses on the negotiation of belonging and citizenship among Canadian Muslim youth, who navigate multiple, complex, and hybrid identities. 5 major themes were identified: navigation of multiple identities, religious identity and spirituality, media portrayals of Muslims, claiming inclusion and belonging in the face of anti-Muslim racism, and recommendations for positive youth development. By listening to the voices of Canadian Muslim youth, policymakers, practitioners, Muslim communities, and organizations can develop strategies to support their development. Intersecting barriers: The production of housing vulnerability for LGBTQ refugees in Alberta, Canada

Canada’s National Housing Strategy acknowledges that identity factors are closely connected to housing vulnerability. Specifically, it identifies 12 groups at heightened risk of negative housing outcomes in Canada. In this research, we focus on the intersection of two of these groups: LGBTQ people and refugees. Existing studies establish that members of both groups are vulnerable to discrimination, homelessness, and housing unaffordability. However, they have largely been examined separately, and with limited insights into the factors that produce vulnerability. To develop a more nuanced and systemic account of LGBTQ refugees’ housing vulnerability, we conducted a study in Alberta, Canada. Utilizing Crenshaw’s theory of intersectionality, and drawing on policy documents and key-informant interviews, we identified three types of barriers to housing. We conclude that an intersectional approach provides a foundation for systemic explanations of housing vulnerability that are too often absent in policy. Migration of Nigerians to Canada for Higher Education: Student Visa as a Pathway to Permanent Residence

This study investigates the motivation for Nigerian migration to Canada for undergraduate education, with a focus on parent-sponsored undergraduate Nigerian students in Canadian universities. The study shows that middle-class and upper-class Nigerians send their children to Canadian universities for undergraduate education because the student visa provides employment opportunities for international students, during and after studies, and Canadian permanent residence upon graduation. It is demonstrated in the paper that migration for higher education fits the neoliberal agenda of the current Canadian immigration policies and practices that target “designer im/migrants,” that is, im/migrants that are young, skilled, highly productive, educated, and self-sufficient. It is claimed throughout the paper that migration for higher education is not fortuitous for the parents and their children and the Canadian state, as higher tuition paid by international students augments the declining public funding of post-secondary institutions in Canada and avails international students the opportunity of employment and permanent residence in Canada. The study in essence reveals the contradiction in the claim that the neoliberal state is a neutral entity as evidence shows that Canada’s post-secondary institutions implement neoliberal programs with the aid of the Canadian state.
