Intersecting barriers: The production of housing vulnerability for LGBTQ refugees in Alberta, Canada

Canada’s National Housing Strategy acknowledges that identity factors are closely connected to housing vulnerability. Specifically, it identifies 12 groups at heightened risk of negative housing outcomes in Canada. In this research, we focus on the intersection of two of these groups: LGBTQ people and refugees. Existing studies establish that members of both groups are vulnerable to discrimination, homelessness, and housing unaffordability. However, they have largely been examined separately, and with limited insights into the factors that produce vulnerability. To develop a more nuanced and systemic account of LGBTQ refugees’ housing vulnerability, we conducted a study in Alberta, Canada. Utilizing Crenshaw’s theory of intersectionality, and drawing on policy documents and key-informant interviews, we identified three types of barriers to housing. We conclude that an intersectional approach provides a foundation for systemic explanations of housing vulnerability that are too often absent in policy. Accessibility of domestic violence services in Canada for South Asian immigrant women

The accessibility of domestic violence services for South Asian immigrant women in several Canadian cities (Calgary, Edmonton, Vancouver, Toronto, Montreal) is examined. There are challenges in seeking help for domestic violence in the South Asian community, which is highly unreported due to its private and personal nature. Main topics discussed are: 1) barriers that prevent South Asian immigrant women from seeking help, and 2) the current gaps in domestic violence services. Recommendations for domestic violence organizations to better address the needs of South Asian immigrant women are also included. Navigating biases and distrust of systems: American and Canadian intimate partner violence service providers’ experiences with trans and immigrant women clients

To date, very little is known about intimate partner violence (IPV) service providers’ experiences serving trans and immigrant women (IPV) survivors and their barriers in reporting and/or accessing formal services. Employing constructivist grounded theory, two vignettes were constructed – one featuring a trans woman and the other an immigrant woman, both seeking IPV services. American and Canadian IPV service providers responded to open-ended survey questions about both scenarios, resulting in several emergent themes including, but not limited to: service provider biases, shelter conflicts, and distrust of systems. Policy implications and future research are also addressed. Sharing settlement and integration practices that work – Family Conflict Prevention Program: A Pathways to Prosperity Projec

The Family Conflict Prevention Program provides culturally-sensitive family violence services and supports in 13 different languages. Evaluation showed the program superseded their targets for keeping clients safe from violence/abuse, accessing community services and education on family violence. Family Violence Broker and Apartment 1310: Annual Evaluation Report January 1, 2020 – December 31, 2020

This report presents findings from the 2020 Family Violence (FV) Broker & Apartment 1310 program evaluations. This year’s evaluation was completed by Habitus Collective and covers the period from January 1, 2020 to December 31, 2020. The Family Violence Brokers are a supplementary, gender-based support to CCIS Cultural Brokerage Program (CCBP) families who present with family violence concerns. Apartment 1310 provides temporary accommodation and immediate programming for low-risk perpetrators of family violence who are mandated to separate from the family. Beginning in March 2020, the programs had to adapt to frequently changing circumstances and public health regulations resulting from the COVID-19 pandemic. This resulted in office closures, work from home mandates, and periods when in-person contact with families was limited or not possible requiring adaptation to virtual or hybrid service delivery. Furthermore, families were and will continue to be facing pandemic-related challenges and stress, which may increase the likelihood or severity of family violence. From the period January 1, 2020 – December 31, 2020, the Family Violence Brokers supported a total of 234 families, including 267 adults and 154 children. This was a 28.6% increase from the year prior despite a drop in total CCBP cases. Family Violence clients represented 47 countries of origin and 29 language groups. At the individual level, Canada, India, and the Philippines were the main countries of origin, which aligns to the main countries of origin for recent immigrants to Alberta as a whole. The majority of clients were Canadian Citizens (61%) or Permanent Residents (35%). Due to health restrictions, Apartment 1310 hosted only three residents this year. Evaluation activities revealed that the program along with Apartment 1310 are highly valued by Children’s Services staff, clients, and Brokers. Welcome to Canada: Why are family emergency shelters ‘home’ for recent newcomers?

Although Canada is recognized internationally as a leader in immigration policy, supports are not responsive to the traumatic experiences of many newcomers. Many mothers and children arriving in Canada are at elevated risk of homelessness. Individual and group interviews with 18 newcomer mothers with current or recent experiences with homelessness and with 16 service providers working in multiple sectors were conducted. Three main themes emerged: gendered and racialized pathways into homelessness; system failures, and pre- and post-migration trauma. This study revealed structural barriers rooted in preoccupation with economic success that negate and exacerbate the effects of violence and homelessness. The impacts of structural discrimination and violence are embedded in federal policy. It is critical to posit gender and culturally appropriate alternatives that focus on system issues. Pathways for Refugees’ Descent into Homelessness in Edmonton, Alberta: the Urgent Need for Policy and Procedural Change

This study investigated how refugees in Edmonton, Alberta descend into homelessness. We conducted interviews with 19 adult refugees from Afghanistan, Congo, Ethiopia, Iraq, Pakistan, Rwanda, Somalia, Sudan, and Syria. All of them experienced homelessness after their arrival. We also did focus groups with housing support workers. These conversations helped us to identify several types of critical incidents that can lead refugees to become homeless after migration. These incidents are: (a) abandonment by or conflict with their sponsor(s), (b) abandonment by settlement counsellors/housing case workers, (c) sudden rent increases, (d) discrimination by landlords or neighbors, and (e) property infestations. These incidents sometimes become paired with long waiting lists for subsidized housing and a lack of knowledge of Canada’s official languages and housing system. This combination create circumstances in which refugees are most likely to become homeless. This study also highlighted critical loopholes in immigration policy implementation. Ethnic Spatial Segmentation in Immigrant Destinations—Edmonton and Calgary

This study endeavors to systematize the classification of communities where immigrants are destined to settle. It also explores the issue of spatial segmentation in two such places in Alberta—Edmonton and Calgary. In both metropolitan areas, ethnic spatial segmentation exists, but not at the same scale as in a large metropolis like Toronto. Both metropolitan areas still have a substantial population of established white Canadians who identify as Germans or Ukrainians, although most of them reside in rural parts of these two areas. However, the rest of the urban landscapes is a mix of the white Canadians and recently arrived visible minorities.
