Community anti-racism action strategy: Weaving a shared path forward for an anti-racist Calgary

The Community Anti-Racism Action Strategy is a comprehensive report developed by the City of Calgary to inform its Anti-Racism Strategic Plan for 2023-2027. The report outlines recommendations for shifting the city as an overall system, including actions that focus on underlying policies, structures, and procedures. It is an invitation to create positive relationships, live in reciprocity, and take action towards a future that includes all of us. The report is committed to creating a Calgary where Indigenous, Black and diverse Racialized communities feel safe, welcome, included and are treated with dignity. It incorporates Indigenous teachings and perspectives into its anti-racism framework and provides guidance for individuals and communities to actively participate in anti-racism efforts in Calgary. Stunting and overweight prevalence among resettled Yazidi, Syrian, and Iraqi pediatric refugees

Pediatric refugees face diverse health issues, including growth abnormalities, that can have serious long-term adverse health consequences for cognition, bone health, blood pressure, and more. In 2014, the terrorist group Daesh committed genocide against Yazidis, an ethnic and religious minority group in Iraq and Syria, displacing an estimated 200 000 people. The Canadian government resettled approximately 1500 Yazidi refugees between 2016 and 2017, prioritizing previously enslaved women and children. Many Yazidi children endured violence and prolonged starvation, yet the prevalence of growth abnormalities among them is unknown. We assessed growth indicators for resettled Yazidi and non–Yazidi pediatric refugees from Syria and Iraq. Ripples of change: The City of Calgary Organizational Anti-Racism Action Strategy

This strategy outlines the City of Calgary’s commitment to creating a racially-just community. It emphasizes the importance of collective anti-racism work, organizational stamina, anti-racist leadership, and intentional centering of the lived experiences of Indigenous, Black, and diverse Racialized employees. The strategy also highlights the need for a focused approach to address the root causes of systemic racism and oppression. It emphasizes accountability as a public service organization and aims to embed it into the change process. Overall, this strategy serves as a roadmap for the City of Calgary’s efforts towards creating an inclusive and equitable community for all its residents. “I am not who you think I am”: Multiple, hybrid and racialized identities of Canadian Muslim youth in the negotiation of belonging and citizenship

The challenges faced by Muslim youth in Calgary, Vancouver and Toronto in developing a meaningful and stable identity in an era of global conflicts, collective surveillance, and suspicion are explored. The study focuses on the negotiation of belonging and citizenship among Canadian Muslim youth, who navigate multiple, complex, and hybrid identities. 5 major themes were identified: navigation of multiple identities, religious identity and spirituality, media portrayals of Muslims, claiming inclusion and belonging in the face of anti-Muslim racism, and recommendations for positive youth development. By listening to the voices of Canadian Muslim youth, policymakers, practitioners, Muslim communities, and organizations can develop strategies to support their development. Alternative careers toward job market integration: Barriers faced by international medical graduates in Canada

International Medical Graduates (IMGs), who completed their medical degree and training outside Canada area notable portion of skilled migrants to Canada. However, due to a long and uncertain licensure process and limited opportunities many IMGs look for alternative career pathways where they can utilize their learned skills. Alternative careers in the health and wellness sector may offer such opportunities; however, IMGs’ success in these pathways were also less evident despite their high potential. Barriers that IMGs face when attempting alternative jobs in Canada was studied through focus groups in Calgary, AB and Toronto, ON. Focus groups found that IMGs encounter many barriers in different stages of their resettlement journey in Canada, including both the pre-migration and post-migration phases. Collaborations between organizations, policy makers and researchers are needed to target these barriers. Support Networks for Rural Newcomers to Alberta: Research Report

This report provides a comprehensive analysis of the challenges faced by newcomers in rural areas of Alberta and the support networks available to them. The report is based on research conducted between fall 2022 and spring 2023 and includes insights from network discussions, conversations with background experts, and supplementary information gathered during the project. The report highlights the importance of community organizations and government programs in helping newcomers settle in rural areas and provides recommendations for improving support networks. The report also outlines the demographic information about each participant’s role, the services they provide, their funding situation, the specific industries operating in each participant community, their Rural Renewal or Rural Entrepreneur stream status, and other information to provide an at-a-glance picture of the community context for each interview. Intersecting barriers: The production of housing vulnerability for LGBTQ refugees in Alberta, Canada

Canada’s National Housing Strategy acknowledges that identity factors are closely connected to housing vulnerability. Specifically, it identifies 12 groups at heightened risk of negative housing outcomes in Canada. In this research, we focus on the intersection of two of these groups: LGBTQ people and refugees. Existing studies establish that members of both groups are vulnerable to discrimination, homelessness, and housing unaffordability. However, they have largely been examined separately, and with limited insights into the factors that produce vulnerability. To develop a more nuanced and systemic account of LGBTQ refugees’ housing vulnerability, we conducted a study in Alberta, Canada. Utilizing Crenshaw’s theory of intersectionality, and drawing on policy documents and key-informant interviews, we identified three types of barriers to housing. We conclude that an intersectional approach provides a foundation for systemic explanations of housing vulnerability that are too often absent in policy. The making of ideal immigrant settlement workers: examining the technologies of ruling power in Canadian immigrant service organisations

Underpinned by neoliberal rationalities, the contractual relationship between government funders and immigrant-serving organisations (ISOs) has led these agencies to promote neoliberal values of competition in the business market, prioritising quantity over quality in their services in order to secure government funding. Informed by Foucault’s concept of governmentality as its theoretical framework and institutional ethnography (IE) as its methodology, our study investigates the work experiences of 18 immigrant settlement workers (ISWs) at three ISOs in western Canada. This study identifies how following an outcomes-driven evaluation approach, as required by the federal government, produces a series of textually mediated accountabilities, constructing translocal textual social relations that further coordinate and govern ISWs’ conduct in their local ISO workplaces. This evaluation approach, as analyzed in our study, is exercised as the technologies of ruling power, which is strengthened by the ruling of systems, workplace knowledge, social relations, and the governed-self, producing ideal ISWs who are self-accountable, self-regulated, adaptable, and productive. This process of making ideal ISWs legitimises ISWs’ apparatus role in reinforcing technologies of ruling power from the individual, organisational and institutional perspectives to better serve the agenda of the state.
