In this report, Edmonton City Council is being asked to approve the Anti-Racism Strategy to support the equity of racialized communities in Edmonton, structural changes within the City of Edmonton Administration, as well as the development of an implementation and financing plan to activate the Strategy. This work will be prioritized in Administration’s work for the long-term City Plan alignment. The proposed anti-racism strategy outlines 3 elements to advance anti-racism in Edmonton, and is asking Council for both approval of the strategy as well as an increase in operating expenditure budget. This report explores the municipal approaches to settlement system development in small communities in Alberta. It provides insights into the factors that shape municipal approaches to settlement systems in small communities, including economic immigration, collaborative networks, and service systems. The report presents a typology of municipal roles and applies it to specific municipalities, highlighting the constraints, advantages, and emergent issues associated with each role. The report concludes with recommendations for municipalities seeking to develop effective settlement systems in small communities. The Community Readiness for Building Newcomer Belonging project is an opportunity for municipalities to learn about key strengths, weaknesses, and gaps in services and various challenges for newcomers are identified in this report through the lens of the newcomer journey and sense of belonging framework. Key strengths, weaknesses, and gaps are identified in this report through the lens of the newcomer journey and how the community and newcomers contribute to developing a sense of belonging. Opportunities identified by the community, through review of existing literature and observation were also compiled. Several continuums were included to provide insight into possible steps forward to improve welcoming and belonging and help the town of Drumheller as it continued to attract and retain newcomers. The report presents research findings on the challenges faced by different communities, examines these findings in light of stakeholders’ experiences and insights, and explores the strengths and weaknesses of these communities. The report highlights key areas of concern for Black community leaders and organizations in Edmonton, AB and across Canada, including issues related to accessibility, professional integration, social and cultural isolation, minority statuses, and shifting identity. A systematic analysis is currently underway to expand on this preliminary report. Through focus groups with educators working with newcomer children, this study asked: 1) For newcomer families, what are indicators of quality in early learning and child care?, and 2) What are the essential dispositions child care educators demonstrate that meet the needs of newcomer children and families? 5 key themes were identified, including language barriers and tensions, the need for flexibility, and how educators can grow, seek and co-learn with newcomer families. Referral processes are central to ensuring that newcomer clients are connected with appropriate programming and service offerings to support their settlement, integration, and overall wellbeing. These processes involve referring clients from one agency to another based on their specific needs and circumstances. However, the effectiveness of referral processes in Alberta is influenced by a variety of factors, including agency capacity, confidentiality concerns, and the ad hoc nature of follow-up on referrals. This report discusses major barriers to the referral process between Albertan immigrant serving agencies, as well as recommendations for improvement.
